Governor and First Lady Stein Participate in Reentry Simulation

Governor Josh Stein and First Lady Anna Stein, along with members of the Governor’s Cabinet and DHHS staff members Kelly Crosbie and Saarah Waleed, experienced navigating reentry in a simulation organized by the North Carolina Department of Adult Correction on Monday. The simulation replicated the challenges people face as they transition back into society. DMH/DD/SUS continues to support a variety of programs aimed at supporting people with mental health and substance use needs who are re-entering their communities.

NC General Assembly Spending Plan

North Carolina lawmakers passed a stopgap spending plan also known as a "mini budget" which was signed by Governor Josh Stein on Wednesday. $600 million was included to support both the Medicaid rebase and the Medicaid Oversight Fund, however, this appropriation equates to a shortfall of $319 million for the Medicaid rebase. Despite careful efforts by NCDHHS to avoid disruptions to service, fully funding the rebase is necessary to maintain the current level of care across the state. To remain within budget, NCDHHS now has two options to address a shortfall from an insufficient rebase; reduce optional services and/or reduce provider rates. Read more.

Hope4NC Update

Our Hope4NC teams continue to offer hope and healing to those still recovering from the effects of Hurricane Helene in Western North Carolina. In Yancey County, our Vaya Health team recently participated in the Hardcore for Humanity Back-to-School Bash, an event dedicated to the teachers and students in the region. This community event brought together families, service providers, and volunteers to celebrate the start of the school year and offer valuable support to those in need. Throughout the day, our teams connected with children, parents, and local partners, and gave out materials to support behavioral health and resilience.

For Your Back-to-School Outreach Through August 22

The North Carolina Department of Health and Human Services is providing free, printed 988 and Crisis Services educational materials for schools, local governments and community organizations for Back-to-School outreach. Sign up today for these new bilingual posters, post cards, flyers, wallet cards and stickers designed for youth. Order materials by submitting a 988 order form and a Crisis Services order form to share with your community.

Back-to-School Means Time to Get Children Up to Date on Required and Recommended Vaccines

As children across North Carolina return to school this month, the North Carolina Department of Health and Human Services reminds families that vaccinations are an important part of overall health and back-to-school success. Vaccine-preventable diseases, such as meningitis, measles, pertussis (whooping cough) and others, are still seen across North Carolina. Already in 2025, the U.S. has had more cases of measles reported than at any time in more than 30 years, and in North Carolina more cases of whooping cough have been reported than any time in the past 70 years. Keeping children up to date on vaccinations is the best way to keep them healthy while reducing severe illness and unnecessary absences from school.

State Consumer and Family Advisory Committee Meeting

The State Consumer and Family Advisory Committee meeting brings together individuals with lived experience of mental health, developmental disabilities, substance use, and traumatic brain injury, as well as family members and advocates, to provide input and guidance in shaping policy and identifying service gaps. Virtual and in-person attendance options are available.

North Carolina Person-Centered Practice Learning Collaborative Orientation Session with Tailored Plans

Attend the orientation session for an introduction to the new Person-Centered Practice Learning Collaborative. Made possible in part with support from NCDHHS, the collaborative offers a structured, free, four-session series focused on helping providers serving individuals with Serious Mental Illness (SMI) and Serious Emotional Disturbance (SED) improve how they incorporate individuals' personal goals and values into care planning.


Collaborative facilitators invite representatives from the Tailored Plans (Alliance Health, Partners Health Management, Trillium Health Resources, and Vaya Health) to attend an introductory 60-minute orientation to learn more about the Learning Collaborative and help shape the structure. The first Collaborative meeting for providers is being planned for October.

North Carolina Association of County Commissioners

Now Accepting NC Opioid Settlement Academy Applications

The NC Opioid Settlement Academy will bring together teams from North Carolina local governments who are receiving funds from the national opioid settlements. Applicants must form an interdisciplinary team of four to six members representing local government and relevant partners who are ready to implement opioid settlement strategies locally. During the Academy, each team will prepare to implement a new justice system strategy or expand an existing one.
