The North Carolina Department of Health and Human Services (NCDHHS) is pleased to announce the posting of seven proposed State-funded Service Definitions for Substance Use Disorder services. These proposed definitions are part of our ongoing commitment to improving access, quality, and outcomes for individuals and families impacted by substance use across North Carolina.
We invite providers, stakeholders, advocates, and community members to review the proposed service definitions and share your feedback through December 29, 2025. Your input is essential in shaping services that are responsive, effective, and equitable. Your voice matters in shaping better mental health, Intellectual/Developmental Disabilities and Substance Use service system and support recovery for all North Carolinians.

DMHDDSUS Joins GreenTree to Celebrate
New Location and Expanded Peer Support Services
| | DMHDDSUS Director Kelly Crosbie joined GreenTree staff, peer leaders, and local officials October 31 to celebrate the opening of GreenTree’s new location at 1025 West First Street in Winston-Salem. The event marked a significant step forward in expanding peer-led recovery and crisis support services in the region. | | | Director Crosbie spoke about the state’s commitment to strengthening recovery-oriented systems and supporting community-based alternatives for individuals experiencing mental health crises. GreenTree’s new space will continue to house its core programs, including peer support, recovery services, refuge house, and crisis support. DMH/DD/SUS is proud to support this work and looks forward to continued partnership in advancing person-centered care across North Carolina. | | NCDHHS Invites Public Feedback on North Carolina’s Olmstead Plan to Advance Disability Inclusion and Equity | |
NCDHHS is seeking feedback on North Carolina's Olmstead plan. Olmstead v. L.C., 527 U.S. 581 (1999), is a U.S. Supreme Court case that laid the groundwork for people with disabilities to live their lives as fully included members of the community. This plan centers the voices of people with disabilities, families, providers, and advocates to ensure our systems are equitable, accessible, and person-centered. NCDHHS is accepting written feedback via email at ncolmstead@tacinc.org through December 15, 2025.
Phase 1 of community engagement outreach includes virtual and in-person sessions, a survey and the opportunity to submit written feedback. In-person and virtual sessions will include ASL, interpreters and plain-language materials. If you are interested in participating, contact ncolmstead@tacinc.org for details.
The Technical Assistance Collaborative is working with the state to enhance services for people with disabilities. They have created an online survey that asks for public input on two things: how disability services are working in North Carolina, and new principles we are proposing to serve as the foundation for our work. The survey will be available through December 15, 2025.

Join DMH/DD/SUS for a webinar that will shine a light on the unique mental health challenges older adults and their caregivers face during the winter months and holiday season. We’ll discuss the emotional hurdles this community experiences and discover ways we can come together—both as individuals and as a community—to offer compassionate support. Our goal is to inspire hope and empower participants to help older adults and caregivers live connected, meaningful, and fulfilling lives even during the toughest times of the year.

DMH/DD/SUS invites you to attend the State to Local Consumer and Family Advisory Committee (CFAC) meeting focused on elevating the voices of individuals and families who receive mental health, substance use, intellectual/developmental disability, and traumatic brain injury services. This meeting is an opportunity to strengthen communication between Local CFACs and the State CFAC, share updates, and identify priorities that shape services and supports in our communities. This is a virtual meeting and the public is invited to attend. Please note that this month's meeting will be held on the third Wednesday of the month instead of the fourth.

NCDHHS Livestream Fireside Chat and Tele-Town Hall
Defend Yourself: Reduce Your Risk of Respiratory Illnesses

The North Carolina Department of Health and Human Services will host a live fireside chat and tele-town hall to discuss ways to defend your family from respiratory illness; who should get updated flu, COVID-19 and respiratory syncytial virus (RSV) vaccines; and how to find testing and treatment. Dr. Kelly Kimple, Director of the Division of Public Health, State Health Officer and Chief Medical Officer for Public Health at NCDHHS, will moderate the event. The panel will also feature additional experts who will provide resources and guidance for families.
NCDHHS' Vaccines for Seasonal Respiratory Illnesses webpage provides information on flu, COVID-19 and RSV, including guidance on who is eligible for vaccines and how to find a health care provider. Individuals who are uninsured or underinsured can also learn about getting help paying for vaccines, including ones that are low or no-cost.

Profiles in Courage: A Year of Courage and Hope After Hurricane Helene

Join us to learn about policies and programs that affect the MH/IDD/SU/TBI community. Side by side, we will work together to better understand and improve our system. We will listen closely to one another, and we will share ideas for public policy that will improve lives in NC. This month's webinar focuses on reflections from Hurricane Helene, highlighting the resilience and leadership of the MH/SU/IDD community during crisis response efforts, and offers an in-depth overview of the Hope4NC program—its accomplishments, community impact, and future direction.
