DMH/DD/SUS Director Kelly Crosbie Visits
Richmond County Rescue Mission
| | On January 20, 2026, Director Kelly Crosbie and members of the DMH/DD/SUS team toured the Richmond County Rescue Mission at the Place of Grace Campus in Rockingham, NC. Director Crosbie was joined by DeDe Severino, Assistant Director of the SUPTRS Section, and Fiorella Horna, Program Manager. | | | |
During the visit, the team met with mission leaders Matthew Davis, Director; Pastor Gary Richardson; and Jorge Flores to discuss local substance use challenges, learn more about the mission’s model, and explore ways the Division can support community-based efforts.
The Richmond County Rescue Mission serves individuals facing housing instability, substance use challenges, and other barriers to stability, including some who are re-entering the community after incarceration. Through case management, peer support, counseling, and recovery-focused services, the mission provides a supportive, structured environment that helps people rebuild their lives and move toward long-term stability.
“I want to thank Matthew, Pastor Gary, Jorge, and the entire Richmond County Rescue Mission team for the work they do every day,” said Director Crosbie. “Their leadership, compassion, and commitment to meeting people where they are is truly inspiring. The Place of Grace reflects what’s possible when a community centers dignity, hope, and opportunity.”

Side by Side with DMH/DD/SUS
Supporting Mental Health Services in Primary Care Settings:
The Collaborative Care Model
| | |
Join us to learn about policies and programs that affect the MH/IDD/SU/TBI community. Side by side, we will work together to better understand and improve our system. We will listen closely to one another, and we will share ideas for public policy that will improve lives in North Carolina. This month's webinar will focus on the Collaborative Care Model (CoCM). As part of the $835M for mental health and substance use disorder system investments, the general assembly set aside $5M to support adoption of the CoCM by primary care practices.
DMH/DD/SUS has contracted with Community Care of North Carolina (CCNC) to distribute and these funds to over 100 primary care practice sites across NC. These dollars build upon previous investments made by NC Medicaid, and ongoing jointly with DMH/DD/SUS, to support CoCM-related technical assistance (TA) and practice support by NC Area Health Education Centers (AHEC). CCNC and AHEC will join us to give an overview of the CoCM model, the current CoCM capacity building funding program, and the CoCM-related TA available to NC primacy care practices.
Date/Time: Monday, Feb. 9, 2026, 2:00-3:00 p.m.
