House Passes $484 Billion Coronavirus Package

U.S. House votes to pass the $484 billion coronavirus aid package, providing $380 billion for small businesses and also includes $75 billion for hospitals and $25 billion for disease   testing. This includes additional funding for the Paycheck Protection Program administered through the banks and the Economic Injury Disaster Loan Program through SBA. The Senate passed this prior to it moving to the House. President Trump has indicated that he will sign the bill into law.

Wolf Administration Unveils Additional
Details on State Reopening Plan

Gov. Tom Wolf provided more details on his plan to reopen Pennsylvania. The phased in approach is targeted to begin on May 8, beginning with counties in the north-central and northwest regions of the state. According to a  press release  issued by the governor's office, the administration will categorize reopening into three phases: red, yellow, green. Phases will be assigned based on conditions in a county, counties or region. Currently, every county is considered to be in the "red" phase. As regions or counties move into the yellow phase, some restrictions on work and social interaction will ease while others, such as closures of schools, gyms, and other indoor recreation centers, as well as limitations around large gatherings, remain in place. The green phase eases most restrictions by lifting the stay-at-home and business closure orders to allow the economy to strategically reopen while continuing to prioritize public health. The administration has said it will issue additional guidance throughout the process to support best health practices, building on the existing business and building safety orders and adapting as needed. More information on the governor's plan can be found   here .
Restrictions on Construction Work To Be Lifted May 1

Last night, Gov. Tom Wolf announced that construction work would be permitted to resume in the Commonwealth on Friday, May 1. This is a change from the administration's original directive of May 8.

DISASTER ASSISTANCE PROGRAMS


The U.S. Small Business Administration  is offering designated states and territories low-interest federal disaster loans of up to $2 million for working capital to small businesses suffering substantial economic injury as a result of COVID-19. The interest rate is 3.75% for small businesses. The interest rate for non-profits is 2.75%.



The Coronavirus Aid, Relief, and Economic Security (CARES) Act has allocated $350 billion to help small businesses keep workers employed amid the pandemic and economic downturn. Known as the Paycheck Protection Program, the initiative provides 100% federally guaranteed loans to eligible small businesses during this time.
