Housing Element Annual Progress Report
2021 Form and Instructions Available
 
Annual Progress Reports are due April 1, 2022

The California Department of Housing and Community Development (HCD) is pleased to announce the Housing Element Annual Progress Report (APR) form and instructions for jurisdictions to report housing activity during the 2021 calendar year. Local Governments are required to submit their APRs to HCD and Office of Planning and Research (OPR).

The 2021 APR form contains new reporting requirements in response to the recent legislation of AB 2345. AB 2345 requires local governments to provide more information on density bonus projects that have been submitted for approval or are in development.

Updates include:
  • Table A provides:
  • sections that indicate if a project requested a density bonus and if it was approved
  • a new field that indicates the status of the housing development application listed. This item will assist HCD in tracking projects from year to year.

  • Table A2 has fields relating to incentives or concessions granted to density bonus projects, which must be completed for at least a sample of density bonus projects. 
What is the data used for?
Data received from the APRs are used in HCD's SB35 Determination and APR Data Dashboard. In addition, HCD has created an APR Data Download tool, which will allow anyone to download APR data submitted since 2018.

HCD has made available to jurisdictions copies of the APR form that has been uploaded to our database. If you are searching for a prior APR form that was submitted to HCD, you may log into our APR system and download the completed form.

Please note: The 2021 APR form can be used for the 2018 to 2021 reporting years. Pre-2021 APR forms can be used for 2018 to 2020 but cannot be used for 2021 and future years.

Cities and counties must use the 2021 APR form when submitting
their 2021 reports.

Background: Government Code Section 65400 requires each local government to complete the Housing Element APR and submit it to HCD and the Office of Planning and Research by April 1 each year. Cities and counties with a compliant housing element and up-to-date submissions of APRs gain access to SB 2 Building Homes and Jobs Act funds.
