Below Market Rate (BMR) Program

About the Development


Crosswinds is a 31-acre
residential development that will bring 269 new homes to the community over three phases of construction. The neighborhood will include a mix of housing options, including 56 single-family homes, 64 duet homes, and 149 condominium units available for purchase.


As part of the development, 40 homes are designated as Below Market Rate (BMR) homes and will be available to income-qualified households at moderate income levels. Homes will be a mix of 2-5 bedroom townhomes and single family detached homes.

BMR Rental Rates for 2026

The California Department of Housing and Community Development (HCD) has released

the 2026 Income Limits Report. Using this information and other market reports, the City has updated the BMR Rates income, rent, and homeownership limits for for Morgan Hill.
