HUD Proposes New HOTMA Regulations
|
On September 17, HUD issued a Notice of Proposed Rulemaking titled "Housing Opportunity Through Modernization Act of 2016: Implementation of Sections 102, 103, and 104" (the "Notice"). Under the Notice, HUD proposes changes to income review requirements, modifies continued occupancy standards for over-income households, and sets maximum limits on assets for families residing in public housing and Section 8 units.
The proposed rule also makes conforming changes to other HUD programs, including the HOME, HOPWA and HTF programs. Comments are due November 18, 2019.

IRS Publishes Final Regulations on Bonus Depreciation
|
On September 13, the IRS published final regulations regarding bonus depreciation authorized by the Tax Cuts and Jobs Act. The final regulations reflect and clarify the increase of the benefit, and the requirements for a property to qualify for the deduction - particularly regarding certain classes of used property. The regulations affect taxpayers who deduct depreciation for a qualified property acquired and placed into service after September 27, 2017.

HUD Offers Technical Assistance to Launch FSS Programs HUD issued a request for interest ("RFI") to offer technical assistance to multifamily assisted housing owners and management agents establishing Family Self-Sufficiency ("FSS") programs. The technical assistance will help prepare owners/agents to successfully execute FSS programs by working through the steps of program start-up, launch, and initial operation.
