CLPHA, RAD Collaborative, R&C Comment on RAD Notice Rev-4
|
On October 4, the Council of Large Public Housing Authorities (CLPHA), the RAD Collaborative and R&C submitted joint comments regarding RAD Notice Revision-4, providing clarifying observations and offering practical suggestions with a focus on streamlining RAD for the benefit of PHAs, practitioners and residents. We appreciate HUD's efforts to provide additional flexibility and expand RAD to include Section 202 PRACs, which will enable the repositioning of additional affordable properties for the long-term.

HUD Awards Record $319 Million in Lead Based Paint Reduction Grants
|
On September 30, HUD awarded $314 million in grants to 77 state and local government agencies under the 2019 Lead Based Paint Hazard Reduction and Healthy Homes Production Grant Program to be used to reduce and abate lead-based paint hazards in homes of low-income families with children. HUD also awarded more than $5 million in grants to six tribunal communities for healthy homes initiatives.

HUD Issues Submission Schedule for Mixed-Finance Transactions
|
December 31, 2019 is the final date to close mixed-finance projects per HUD's memo to PHA Executive Directors. All proposals must be submitted by November 8, 2019 and final, unexecuted evidentiary materials by November 15, 2019.

HUD Transmits CDBG Partnership Report to Congress
|
On October 2, HUD submitted its report on Community Development Block Grant (CDBG) Partnership Challenges and Opportunities at the Local, State, and Federal Level to the House and Senate Appropriations Committees. The report highlights opportunities and challenges of partnering with for profit and nonprofit organizations under the CDBG program.

FHA Mortgage Insurance Incentives for Opportunity Zone Properties September 27, 2019

Notice: Rural Housing and Utilities Services: 2018 Farm Bill Implementation Actions October 3, 2019
84 FR 52869 USDA's Rural Housing Service (RHS) and the Rural Utilities Service (RUS) published a notice providing rural area population changes for multiple guaranteed loan programs (GLP), establishing program priorities and FY 2020 fee levels for the Community Facilities GLP.
