City Council to Consider Revisions to the 2023-2031 Housing Element on October 16, 2023

After City Council's adoption of the 2023-2031 Housing Element in May 2023, city planners submitted the Housing Element to the State Department of Housing and Community Development (HCD) for their review.  On July 28, 2023, city staff received HCD's comments and have worked to revise the Housing Element to clarify information requested by HCD.


At the October 16, 2023 City Council meeting, city staff will brief City Council on the proposed General Plan revisions and request that City Council adopt a resolution to revise the 2023-2031 Housing Element and related updates to the Land Use Element and Land Use Map.


Upon City Council's adoption, staff will forward the revised Housing Element to HCD for review and certification. Staff will report back to the community and City Council upon receiving feedback from HCD on the revisions. 


The staff report, HCD comment letter and revised Housing Element, Land Use Element and Land Use Map may be viewed online: downloaded materials on the City Council agenda page (see October 16, Item 3). Materials are also available at the Mill Valley Public Library Reference Desk and City Hall Planning Counter during normal business hours.

The Housing Element is one of the required chapters (or "elements") of the City's General Plan, and provides a road map to address and plan for the housing needs of our community.

Announcement: No Parking on Friday October 20th at the Hauke Park Parking Lot, 1 Hamilton Drive

Minor site work will occur on the 1 Hamilton site on Friday, October 20, 2023, which requires the closure of the Hauke Park parking lot. This work is being conducted as part of the environmental review for the proposed housing project at 1 Hamilton (45-affordable rental units on the city-owned site with the relocation of the existing restroom and public parking facilities to the adjacent Public Safety Building parking lot).  


Results of the environmental review for the project will be documented in the Draft Environmental Impact Report (DEIR), which is currently being assembled. City staff will publish a Notice of Availability when the Draft Environmental Impact Report (DEIR) is released for public review. The notice will indicate the 45-day public review period for the DEIR and the Planning Commission hearing date to collect comments on the DEIR. These details will be posted on the City's website and widely shared with the community through various forms of communication.
