How States Are Using Certified Community Behavioral Health Clinics to Address Mental Health and Substance Use Needs in the Justice System 

A growing number of states are moving to implement the Certified Community Behavioral Health Clinic (CCBHC) model through a state plan amendment or Medicaid waiver, and individual community mental health and substance use services organizations continue to seek funding through Substance Abuse and Mental Health Services Administration-funded CCBHC Expansion Grants. This brief outlines the model and explains how states are using it to support people with behavioral health needs throughout the criminal justice system, including within the courts (for example, during initial detention when CCBHCs may be called upon to aid in pre-release screenings or serve as a referral source to ensure continuity of care upon release).

Leading the Charge for Community-Based Treatment at All Rise Conference  


This June, staff from The Council of State Governments (CSG) Justice Center joined Harris County, TX, District Attorney Kim Ogg, Assistant District Attorney Maritza Shamir, and BJA Senior Policy Advisor Michelle White to present at the All Rise annual conference in Houston, TX. During their presentation, attended by more than 450 people, they spoke about the great opportunity prosecutors have to be leaders in local efforts to foster people’s connections to community-based treatment. They also highlighted the recently launched Propelling Change: A Prosecutor Call to Action and spoke about how prosecutors can take action now to effect change.
