Firearms are the leading cause of death for children and teens in the U.S. In honor of Say Something Week, we are sharing information about how California’s Gun Violence Protection Orders can help safeguard youth.
In many cases of school firearm violence, individuals exhibit warning signs before an incident occurs. As a national leader in gun violence prevention, California has tools that can help intervene when someone is at risk. Gun Violence Restraining Orders (GVROs) and Postsecondary School Violence Restraining Orders (SVROs) can prevent tragedies in school communities by temporarily removing firearms and ammunition from individuals making threats or exhibiting concerning behaviors.
School Firearm Violence at a Glance
- An FBI study found that 89 percent of active shooters showed
multiple warning signs before an attack, with an average of about four to five behaviors that others could see.
- Approximately
80% of individuals
who committed a mass shooting were in crisis, and
nearly half had leaked their plans to others in advance.
- More than 398,000 U.S. students have experienced gun violence at school since the Columbine shooting in 1999.
- Students who have
experienced a school shooting
are less likely to graduate high school, enroll in college and obtain a bachelor’s degree.

California has experienced more than 220 school shootings since 1970. In response, youth activists are taking action to prevent gun violence in their school communities.

Students Demand Action
was launched in 2018 as a national initiative in response to the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida. Today, the organization has grown to more than 1,000 groups across the country. In partnership with Everytown for Gun Safety and Moms Demand Action, the initiative advocates for firearm safety legislation and mobilizes youth to demand safer gun laws.

Sandy Hook Promise
was founded after the tragic mass shooting at Sandy Hook Elementary School on December 14, 2012. Its Know the Signs programs teach students and educators to recognize warning signs of potential violence and take action.

Reduce the Risk is spearheaded by the Youth Advisory Council, a committee of young leaders who work to prevent gun violence in our state. Youth Advisory Council members help shape the campaign’s outreach to engage younger Californians, who are crucial to sustaining long-term change.
Reduce the Risk Youth Advisory Council Member and UC Davis student Jessie Rivera (pictured below at right) led an informational session on February 2 on the campus to raise awareness about Gun Violence Protection Orders (GVPOs) and share information about how students can play a role in preventing firearm-related harm.

Reduce the Risk offers a free Protection Order Training Program to educate communities about the state’s nine protection orders. In addition to our work with law enforcement, legal services and healthcare, we are expanding our outreach to include organizations focused on supporting veterans, aging, education and social services.
This one-hour training is available both virtually or in-person and includes real-life scenarios, regional statistics on gun violence, and information on how to file a protection order. To schedule a training for your organization please visit our website.
