Late last week, we launched another in what I’ll call our “Chamber modernization” tools. How They Voted is the next step in our journey to illuminate votes in the General Assembly that help grow the economy versus those that support bills that are job killers and take us in the wrong direction. The first rendition of this document is quite different from what will come next year. In this inaugural launch, we are only curating votes on bills that the business community and State Chamber acted on. As you look through the document, you can see where our position aligns or does not align with legislators who represent you. To be fair, legislators were not informed that we were officially “keeping score” last session (therefore we only published tracking), but that will change come January. This fall, we will be developing scorecard methodology for 2026 that will be communicated to members of the General Assembly. As we enter this next legislative session, points will be awarded to those who vote in alignment with supporting economic growth and greater prosperity for employers and employees. Points will be subtracted when votes reflect moving Delaware's residents and taxpayers in the wrong direction.

Last January, we launched the Delaware Competitiveness Bluebook. In this book, we cited reliable sources that rank Delaware in areas like taxes, education outcomes, workforce readiness, labor force participation, and more. We’ll produce this document annually and use it as a guide to score the votes I mentioned earlier. Is a proposed bill helping our ranking or hurting it? In some cases, the line between a bill and a vote may only indirectly impact a ranking we are following. In cases like this, we’ll still make a judgment call on whether a bill is adding to the greater good, is too costly, or is simply catering to a special interest.

We cannot cover every vote on every issue, so we’ll stick to issues that align with our state ranking and the State Chamber’s policy priorities. We're always open to feedback, so please let us know what you think about this new publication.

News You Can Use

This week’s major economic news kicks off this afternoon with remarks from Philadelphia Fed President Anna Paulson. She is also joined on Tuesday by several other Federal Reserve leaders, including Fed Chair Jerome Powell, who will offer remarks at lunchtime. Wednesday brings us more Fed leaders offering remarks, followed on Thursday with hard data on September U.S. retail sales, the producer price index for September, the Philadelphia Fed manufacturing survey, and August inventory data. We wrap up on Friday with housing starts and building permits from September, the import price index for September, and industrial production figures for September, too.

Earnings calls kickoff tomorrow with a call from JPMorganChase, Domino’s Pizza, BlackRock, Citigroup, Goldman Sachs, Johnson & Johnson, and Wells Fargo. Abbott Labs, Bank of America, Citizens Financial Group, Morgan Stanley, PNC, Progressive, J.B. Hunt Transport, Synovus, and United Airlines are among the companies with calls on Wednesday. BNY Mellon, Charles Schwab, M&T Bank, Marsh McLennan, Snap-On, Taiwan Semiconductor Manufacturing Co., CSX, Travelers, and U.S. Bancorp are part of the Thursday lineup. Ally Financial, American Express, Regions Financial, Truist Financial, and others are part of the Friday lineup.

Delaware Ranked #18 Overall by U.S. News Report

Delaware ranked No. 18 overall in U.S. News & World Report’s 2025 Best States rankings, performing especially well in fiscal stability and business environment (No. 2) and health care (No. 10). The state also earned solid marks for opportunity (No. 15). Under the economy category (No. 21), Delaware showed strength in venture capital per GDP ($15.56 per $1K, versus $3.15 nationally) and net migration (1.5% versus 0.6% nationally), though job growth (1.2%) trailed the national average (1.5%). Infrastructure (No. 21) also earned solid marks, while areas for improvement include education (No. 35) and the natural environment (No. 42). Read the full rankings >

The mission of the Delaware Breast Cancer Coalition is to empower the community by raising awareness of breast health issues through outreach, education, and support services, in order to facilitate the early detection and treatment of breast cancer.
