ADU Density Program
We were disappointed to see that the final action from San Diego City Council regarding the ADU Density Bonus program severely restricts the use of the program such that we are concerned many will opt not to use it going forward, thereby erasing potential housing units. The final vote, which was a close 5-4 (Council President La Cava, and Councilmembers Campbell, Foster, Von Wilpert, and Campillo supporting) went even further than the already narrow scope provided within the staff report.
More specifically, Councilmember Foster presented an amendment to the staff report that capped in the following:
- Lots less than 8,000: 4 units
- Lots between 8,001-10,000: 5 units
- Lots over 10,001: 6 units
The issue brought out a record-setting number of written public comment and over 200 in-person. Overwhelmingly, speakers spoke in opposition about housing, using words like “virus”. While the ultimate outcome was frustrating, we will be eagerly watching the California Department of Housing and Community Development (HCD) and their response. Last Friday, HCD sent a strongly worded letter warning the City that because of the role of ADU density bonus in the City’s housing element, that this change could jeopardize the City’s Pro-Housing designation.
