If you have a Tennessee driver's license or Tennessee Department of Safety and Homeland Security ID, you can register online here. Go to the bottom of the page that pops up, and click NEXT to get started.

You can download a Mail-In Application here. You can also pick one up in person at: the Election Commission Office, the County Clerk’s Office, the Public Library or the Register of Deeds Office. You must hand deliver or mail back the application to the Hamblen County Election Commission. If you mail it, it must be postmarked and received at least thirty (30) days before
the election. It’s very important you sign and date your form!

You can also register to vote during a transaction with one of the following agencies:
- Department of Health (WIC program)
- Department of Human Services
- Department of Intellectual and Developmental Disabilities
- Department of Mental Health
- Department of Safety (motor vehicles division)
- Department of Veteran’s Affairs

WHO CAN VOTE IN TENNESSEE
To register in Tennessee you must:
- be a citizen of the United States
- be a resident of Tennessee
- be at least 18 years old on or before the next election
- not have been convicted of a disqualifying felony (or if so, you must have had it expunged or
- your voting rights restored)
- not be adjudicated incompetent by a court of competent jurisdiction (or be restored to legal capacity)

VOTE EARLY!
The early voting period in Hamblen County runs from Wednesday, October 14, to Thursday, October 29, 2020. Voting takes place in the Election Commission office in the Hamblen County Courthouse: 511 W. 2nd North Street, Morristown, Tennessee. For more information call 423-586-7169.

Mon, Tues, Wed, Fri:
8:00am – 5:00pm
Thursday: 8:00am – 6:00pm
Saturday: 8:00am – 2:00pm

WHAT TO BRING WITH YOU TO VOTE
|
|
You will need to show photo ID to vote in person. Acceptable forms include (can be
expired): Tennessee driver's license; US passport; photo ID issued by the Tennessee Department of Safety and Homeland Security; photo ID issued by the federal or Tennessee state government; US military photo ID; or Tennessee handgun carry permit with your photo. College Student IDs Will Not Be Accepted.

If you're a first-time voter who registered by mail, you will also need to show proof of residence to vote. Acceptable forms include: a current photo ID (unexpired); or a copy of a
current utility bill, bank statement, government check, paycheck or other government document that shows your name and address.
|
|
VOTERS WITHOUT ID: if you are unable to provide ID, you will be able to vote a provisional ballot. You will then have two (2) business days after Election Day to return to the Election Commission Office to show a valid photo ID. The voter will be required to sign an affidavit, and a copy of the voter's photo ID will be made so it can be reviewed by the Counting
Board.

FOR THOSE PERMANENTLY UNABLE TO VOTE IN PERSON:
You can receive an application for ballot for each election if your licensed physician signs a statement stating that, in their judgment, you are medically unable to vote in person. The statement must be filed not less than seven (7) days before the election and signed under the penalty of perjury.

If you need to keep your address confidential because you are a victim of domestic abuse, stalking, human trafficking, or other sexual offense, we want to help. Please refer to the NO COST eligibility and application requirements here.

|
|
CAN YOU VOTE ABSENTEE BY-MAIL?
|
A: Yes, if you meet one of the following conditions:
(Note: Voters with a defined ‘special vulnerability’ to COVID-19 and their caregivers qualify. For a list of underlying health conditions that makes a person especially vulnerable to COVID-19 see HERE. A physician’s statement is not required.)
- You are sixty (60) years of age or older.
- You will be outside the county where you are registered during the early voting
- period and all day on Election Day.
- You are hospitalized, ill or physically disabled and unable to appear at your polling place to vote. Voters who have an illness, physical disability or other underlying health condition that makes them especially vulnerable to COVID-19, and who, because of that condition, are unable to appear in the polling place on Election Day and instead wish to vote by-mail should check that box provided on the Application.
- You are the caretaker of a person who is hospitalized, ill, or disabled.
- You or your spouse are a full-time student in an accredited college or university outside the county where you are registered.
- You reside in a nursing home, assisted living facility or home for the aged outside your county of residence.
- You are a candidate for office in the election.
- You are observing a religious holiday that prevents you from voting in person during the early voting period and on Election Day.
- You serve as an Election Day official or as a member or employee of the Election Commission.
- You will be unable to vote in-person due to jury duty.
- You have a physical disability and an inaccessible polling place.
- You or your spouse possess a valid commercial driver’s license (CDL) or Transportation Worker Identification Credential (TWIC) card and you will be working outside the state or county of registration during the open hours of early voting and Election Day and have no specific out-of-county or out-of-state address to which mail may be sent or received during such time.
- You are a member of the military or are an overseas citizen.
- You are on the permanent absentee list (see the following)
