How to make your voice heard in Olympia


Dear Kitsap Republican,


The 2026 Legislative Session begins today. Do you want your voice and opinions on current legislation in Olympia to be heard? If the answer is yes, I want to introduce you to a great resource that is prepared by a group of citizen activists in Skagit County.


A brave group of ladies has assembled a team that reads through the hundreds of bills each session and finds ones they believe are of most interest to conservatives--both fiscally and socially--and makes recommendations on action that can be taken to influence the outcome of the bills. They do this by sending out emails with "bundles" of bills to citizens who have signed up to receive their updates. These emails include an easy-to-understand summary and super-easy-to-use "click & send" links so citizens can quickly take action on the issues that interest them. An example from today is at the bottom of this email.


If you would like to receive these legislative bill alerts, you can sign up for them by sending an email to judybillings90@gmail.com with your name, phone, and email address and asking to be added to their bill alert list. (Note: Your phone will only be used to help resolve email delivery issues.)


Note: I will NOT forward these emails to you on a regular basis. If you wish to receive them, you need to sign up for them by emailing Judy at the email address above. I have included a sample from today's email at the bottom.

Use OPTION 1  TO STATE YOUR POSITION ON THIS BILL. This will not sign you up to testify. Enter your position as CON. Fill in the other required information, click the box that you are not a robot, and submit Registration. Option 1 takes less than one minute. Deadline to state your position is one hour before the meeting starts.


Use OPTION 2  TO PROVIDE WRITTEN TESTIMONY. You can submit written testimony for up to 24 hours after the deadline. Enter your position as CON. Fill in the other required information, click the box that you are not a robot, and enter your testimony and submit Registration. You may write your own testimony, you may use some or all of the bill summary provided below as your testimony, or you may simply state you OPPOSE this bill. Option 2 holds more weight.


Use OPTION 3  TO TESTIFY REMOTELY BY ZOOM. Click on the “Bill Number” (located above the “Bill Title” in the box below.) Then click on the button that states “Sign Up to Testify/Submit Written Testimony” located on right side of the page.  Select the appropriate Agenda Item (there may be several bills listed) and confirm that the meeting date is correct.  Select “I would like to testify during the hearing.”  Enter your registration information. Enter your position as CON. Enter your testimony type as “REMOTE.” Enter “NO” to testifying as a panel. Fill in the other required information, click the box that you are not a robot, and submit the Registration. You will be emailed a Zoom link for the meeting. Deadline to register to testify is one hour before the meeting starts.

5965 VOTE CON

BILL TITLE: Reducing environmental impacts associated with bags provided to customers at retail establishments


BILL SUMMARY: SB5965 is an act relating to reducing environmental impacts associated with bags provided to customers at retail establishments.


SB 5965 imposes a full ban on film‑plastic carryout bags and sharply increases pass‑through charges on paper bags, raising costs for consumers without delivering meaningful environmental gains. Washington already restricts single‑use plastics, and most retailers have transitioned to compliant bags; this bill goes further by eliminating durable reusable film bags and mandating a 20‑cent charge on paper bags, which disproportionately affects low‑income shoppers. The bill also tightens recycled‑content and labeling rules in ways that increase manufacturing and compliance costs, especially for small retailers. With steep penalties and no evidence that the new mandates significantly reduce waste beyond existing law, SB 5965 adds cost and complexity while offering little measurable benefit.


This bill is scheduled for a public hearing in the Senate Committee on Environment, Energy & Technology on Jan 14 at 8:00 AM.
