Arcata's Sewer Lateral Ordinance
The city of Arcata put in a sewer lateral ordinance back in April of 2017 which requires a sewer lateral certificate of inspection and clearance. The following is directly from the City of Arcata's website, "Ordinance 1461 requires the inspection of sewer laterals for buildings and homes that are over 25 years old when the property is being sold, when a major remodel ($30,000 and up) is planned, and for projects involving 2 or more new drainage fixture units." Long story short, if your selling your home, and it is within the Arcata City limits, and is 25 years or older, you are required to have a sewer lateral inspection before your escrow can close. The majority of the time, the inspection tends to uncover some necessary
repairs, which can range from a few hundred dollars, up to tens of thousands of dollars in needed work. On top of that, the process requires various fees from the city, some of which are listed below:

  • $47 application fee for exempt properties (see below)
  • $184 application fee for non-exempt properties 
  • $187.80 encroachment permit fee for work in the public right-of-way (if cleanout at property line is installed by contractor or homeowner)
  • $2,338 fee for City crews to install cleanout at property line (this does not include sidewalk repair)
  • $889 for City crews to repair sidewalk after installation of cleanout
  • $2,053 deposit for repair of "lower lateral" (from the property line to the sewer main) whenever a cleanout is installed at the property line (refundable if repairs are not required). This deposit will be required whether City crews or a contractor installs the cleanout.
