How we prepare for

hurricane season

Hurricane season is here through the end of November. At Precinct 2, planning and preparing is a year-round effort. From equipping our frontline crews in our public works and risk management divisions to pushing forward major infrastructure projects to reduce flooding in your neighborhood, your safety is always our top priority. Revive2Thrive:

A game-changer for flood protection in Aldine

Phase 2 of Phase 2 of the Lauder Stormwater Detention Basin is officially complete.

The massive 60-acre site can hold up to 200 million gallons of stormwater. This was a multi-phase project to construct stormwater detention basins to reduce the risk of flooding near Greens Bayou. The first phase, completed in 2022, was a basin on a 91-acre site with the capacity to hold 190 million gallons of storm water. Together, the two basins will hold at least 390 millions gallons of stormwater to prevent flooding to the surrounding homes and businesses.

The second detention basin took approximately three years to complete and an investment of $22 million.

Business with Pride

Since launching in 2022, Biz2Empower Small Business Accelerator Program has had an economic impact of $10.2 million. For our most recent Biz2Empower cohort, Precinct 2 proudly partnered with the Greater Houston LGBTQ+ Chamber of Commerce to promote economic empowerment and foster inclusion by providing access to such critical business knowledge.

Through this partnership, we met Simone DiSalvo and Angela Sides, two of the many business-owners from this cohort who have made invaluable contributions to our local economy and strides for representation in their respective fields. Simone DiSalvo who is the founder of REFUGE Marketing & Consulting, a digital marketing agency she leads alongside her wife. Angela Sides, the proud owner of Exterior Texas, a woman-owned residential landscape design and exterior construction company based in Houston, Texas. Celebrating Juneteenth in Precinct 2

We proudly joined the 83rd Juneteenth Celebration in McNair, TX! From the lively parade to the park festivities at JD Walker Community Center/ Edna Mae Park, the day was filled with unity, joy, and powerful moments of reflection. The community came together to celebrate freedom with music, food, and art including a vibrant mural-in-progress honoring Black history and culture.

A tribute on wheels

Precinct 2 with Precinct2gether unveiled a new bus to honor the legacy of the Houston Police Department's Chicano Squad. Formed in 1979, the group of Latino detectives overcame the impossible to solve some of Houston's toughest homicide cases. To learn more about the Chicano Squad and their impact, watch this video.

Taskforce championed by

Commissioner Garcia clears 5,000+ warrants

Our streets our safer thanks to the work of the Violent Persons (VIPER) Taskforce – an elite 22-person team comprised of Sheriff’s and Constables’ deputies. In 2022, Commissioner Adrian Garcia led the charge to invest $2.6 million to create the VIPER Taskforce. As a lifelong law enforcement officer, Commissioner Garcia always puts public safety first. The taskforce recently reached a major milestone – clearing 5,000 warrants including murder and aggravated robbery. Join us in saying THANK YOU to the brave VIPER deputies who are committed to getting the most violent criminals off our streets.

Q: Describe your role in Precinct 2 and how it impacts our residents.

A: I create many of the surveys used at community meetings about projects. I create printed maps used in flyers, and online maps for things like our “Reimagine” street projects. Q: What do you enjoy most about your job or do you have a favorite project you have worked on?

A: My favorite project is the Precinct 2 Capital Improvements Dashboard. When I started this job, there was a different system in place to provide information to the public about our projects that wasn’t very user friendly or easy to keep updated. In the last month, Commissioner Garcia led to:

  • Advocate for a living wage for all Harris County contractors
  • Approve re-investments of $8 million in homelessness response, $8 million in rental assistance, and $2.5 million in food programs from the Community Prosperity Program (formerly known as Uplift Harris)
  • Approve the renewal of an agreement which allows the Bay Area Rowing Club (BARC) to utilize and make improvements to Clear Lake Park
  • Motion to fund priority projects and identify the feasibility of future projects related to the 2018 Flood Bond Program
  • Continue partnership between the Harris County Sheriff’s Office and The Harris Center for Mental Health and IDD for their Crisis Intervention Team (CIRT)
  • Propose measures to protect the American Dream of homeownership from fraudsters who attempt to commit title fraud

Resolutions


  • Commissioner Garcia presented a resolution remembering the life and honoring the service of Sergeant Manuel Edwards with Precinct 2 Constable’s Office who served and protected Harris County residents for nearly two decades. Click here to read Commissioner Garcia's statement on his passing.


  • Graduates of Precinct 2's 2025 Biz2Empower Small Business Accelerator program accepted a resolution recognizing the program participant's success. The 2025 cohort included members of the Greater Houston LGBTQ+ Chamber of Commerce.


  • June 15 was proclaimed World Elder Abuse Awareness Day -- a day to come together to protect and support older adults and people with disabilities. Commissioner Garcia also joined county leaders for a press conference on the topic this month and gave the keynote address at the 16th Annual Elder Abuse Awareness Conference at the University of Houston-Downtown.


  • Commissioner Garcia celebrated the academic success of five local students who are recipients of the 2025 Harris County Federal Credit Union Memorial Scholarship to pursue their bachelors degrees
