Rich oversees and conducts building surveys for asbestos, lead, mold, and other hazards. Some of his strengths are his knowledge of building construction and mechanical systems. He is responsible for abatement and remediation project management and air sampling for commercial, industrial, and public projects.

Facilities in Illinois required to report their emissions to the Illinois Environmental Protection Agency (IEPA) must submit their Annual Air Emissions Reports by May 1st. This deadline applies to all entities subject to state and federal environmental regulations.
What Are Illinois Annual Air Emissions Reports?
These reports provide comprehensive data on air pollutants released from various sources across Illinois. Compiled by the IEPA, they include emissions data from industries, power plants, transportation, and other sources. The reports play a crucial role in ensuring compliance with environmental laws and informing air quality management strategies.
Key Aspects of the Reports:
- Regulatory Compliance: The reports help facilities comply with federal and state environmental laws, including the Clean Air Act.
- Pollutants Tracked: Common pollutants reported include carbon monoxide (CO), sulfur dioxide (SO₂), nitrogen oxides (NOₓ), volatile organic compounds (VOCs), particulate matter (PM10 & PM2.5), ammonia (NH₃), and greenhouse gases like CO₂ and methane.
- Emission Sources: Emissions are categorized into point sources (factories, power plants), area sources (gas stations, dry cleaners), mobile sources (cars, trucks, airplanes), and natural sources (wildfires, soil dust).
- Public and Policy Use: The data supports air quality management, regulatory enforcement, and environmental planning efforts.

| | Management of Change (MOC) Processes | |
Hygieneering’s OSHA Process Safety Management (PSM) and EPA Risk Management Plan (RMP) division has successfully supported numerous clients in implementing their Management of Change (MOC) processes.
Recently, we provided comprehensive PSM and RMP support for the expansion of a cold storage warehouse. Our work ensured compliance with OSHA 29 CFR 1910.119 and EPA 40 CFR Part 68 regulations related to anhydrous ammonia.
Key Compliance Actions Taken by Our PSM/RMP Division:
Identification and Evaluation of the Change
- Determined the impact of the change on safety, health, and the environment.
- Assessed whether the modification was temporary or permanent.
Conducting a Risk Assessment
- Performed hazard evaluations, including process hazard analysis, What-If, and HAZOP.
- Identified potential risks and their impact on the system.
Development and Update of Documentation
- Modified process safety information (PSI), including:
- Piping & Instrumentation Diagrams (P&IDs)
- Operating procedures
- Safety procedures
- Equipment specifications
- Updated standard operating procedures (SOPs).
Review and Approval of the Change
- Secured approval from qualified personnel, including engineers, management, and the safety team.
- Ensured the change aligned with company policies and regulatory requirements.
Implementation of Necessary Training
- Trained employees and contractors on the modified processes.
- Ensured operators understood changes to equipment, controls, and procedures.
Conducting a Pre-Startup Safety Review (PSSR)
- Before restarting operations, verified that:
- All modifications were safely implemented.
- New safety controls were in place.
- Employees had been properly trained.
- Performed final MOC sign-off
Communication and Record Maintenance
- Ensured all changes and approvals were well-documented.
- Communicated updates to affected employees, contractors, and emergency responders.
- Retained records for compliance and future reference.

ENVIRONMENTAL ASSESSMENTS AND COMPLIANCE CONSULTANT
- Working knowledge of EPA, TSCA, RCRA, EPCRA and IL environmental rules SRP and TACO
- 3-7 years of environmental consulting industry work experience
- Bachelor's degree in Geology, Environmental Sciences, Engineering, or related field
- Credentials such as a CHMM, 40-hr. HAZWOPER, 30-hr. OSHA
- Ability to wear and work in PPE (Respiratory protection, fall protection, protective outerwear, etc.)
- Knowledge of OSHA health and safety rules
