PROJECT UPDATE
February 2019
Portion of Phase I opens to traffic
Vehicles use the new I-64 west ramp (top of above photo) and I-264 east collector-distributor road on January 31, 2019. VDOT and the contractor shifted traffic to the new structures on January 20. (Photo by Trevor Wrayton/VDOT)

Compare that construction snapshot to the rendering. Crews are now focused on completing the two-lane ramp that will take drivers over the C-D road (eliminating a weave at the interchange) and rebuilding two lanes for traffic from 64W to 264E.
Kempsville Road work
One lane in both directions on Kempsville Road is closed through March so workers can rebuild the bridge that supported the shoulder lane of the old I-264 east collector-distributor road. The new structure will support two dedicated lanes for vehicles traveling from the I-64 west ramp to I-264 east.

The accompanying photos show the progress from Feb. 7 (top) to Feb. 28 (bottom). Crews have removed the old pier structure down to the foundation, and installed the first steel cage for the columns that will support the new pier.
Sound wall construction to begin along I-64 east

Crews have begun clearing trees beside I-64 east the week of Feb. 25 to make way for construction of a sound wall. The clearing will extend to the creek west of the interstate.

The contractor will build about 600 feet of sound wall. Click the map to see the approximate areas to be cleared.
Curlew closed for drainage work
Curlew Drive is scheduled to remain closed where it passes under I-64 until the end of March so crews can install a 60-inch stormwater pipe under the road. The duration of the closure was extended due to weather. Before installing the 60-inch pipe, workers must also move existing water and sewer lines. A detour to I-264 via Military Highway and Newtown Road is in place.
Phase II
Greenwich Road Flyover construction
Work is progressing on the Greenwich Road flyover near Top Golf. The piles in the below photo will support the structure as it rises to a bridge spanning I-264. The flyover, which is scheduled for completion in 2020, will connect Greenwich Road with Cleveland Street.
Above, a welder constructs a steel beam template, which is used to ensure the piles are driven plumb and properly aligned. The template is removed afterward.

Traffic Impacts
  • Curlew Drive is closed near the I-64 underpass until approximately the end of March for underground utility work. Traffic is detoured via Military Highway, I-264 and Newtown Road. Access will remain open to all residences and streets off of Curlew Drive.

  • Kempsville Road is reduced to one lane in each direction near the I-264 underpass until the end of March for bridge demolition and reconstruction work. Additionally, a full southbound closure is scheduled for weeknights (7 p.m. to 5 a.m.) the week of March 4-7 and the entire weekend of March 8-11 (7 p.m. Friday, March 8, to 5 a.m. Monday, March 11). Traffic will be detoured to Newtown Road.

  • Motorists will encounter recurring daytime single-lane closures on Newtown and Greenwich roads when traveling through the project area. The Newtown Road lane closures will occur between 9 a.m. and 3 p.m., and the Greenwich Road lane closures between 7 a.m. and 5 p.m.

  • Shoulders along I-64 and I-264 east are closed for construction. Motorists should expect night-time lane closures on the interstates when traveling through the project area.

Night Work

  • The Phase I contractor has construction activities, including on Curlew Drive and on I-264 near Kempsville Road, scheduled to continue into the night over the next several weeks.
