IAPMO Supports Passage of Federal Infrastructure Legislation
IAPMO, publisher of the American National Standard Uniform Codes, enthusiastically applauds the U.S. House of Representatives for passing the Infrastructure Investment and Jobs Act of 2021, bipartisan legislation that makes vital investments in the nation’s infrastructure, including funding for water and sanitation, roads and bridges, rail, transit, ports, airports, electric grid, broadband and other priorities. The legislation provides $944 billion in total spending over five years, totaling $550 billion in new spending, and represents a significant infusion of federal funding for U.S. public works across numerous industries.

Up to 10 million American households and 400,000 schools and childcare centers lack safe drinking water. This new legislation invests $55 billion to expand access to clean drinking water for households, businesses, schools, and childcare centers across the country. From rural towns to struggling cities, the legislation will invest in water infrastructure and eliminate lead service pipes, including in tribal nations and disadvantaged communities.
New Orleans Officials Under Investigation for Loaning Out Gasfitting Licenses
The FBI raided the New Orleans Sewerage & Water Board’s Plumbing Department last week following a report by www.wwltv.com that its employees were letting contractors use their gasfitting licenses to install new lines.

Suspicion arose when Justin Schmidt discovered a contractor he had hired to replace a gas line did not pull a permit. After Schmidt complained, the contractor filed a permit in the name of Jay Arnold, a public official who oversees all plumbing permits and inspections in the city for the Sewerage and Water Board.

WWL_TV, which has been tracking gas-permit irregularities for months, says it has found a complex web of self-dealing involving Sewerage and Water Board officials, city permit inspectors and contractors.

2020 Water Efficiency and Sanitation Standard (WE•Stand) Published as American National Standard
IAPMO has published the 2020 Water Efficiency and Sanitation Standard (WE•Stand) as an American National Standard. Developed by IAPMO and first published in 2017, WE•Stand is the first-ever standard that focuses solely on achieving safe and efficient water use in residential and non-residential buildings.

The 2020 WE•Stand is available for purchase HERE.

“As an industry, we must be mindful that water is a resource that must be protected and cherished,” said ASPE Executive Director/CEO Billy Smith, FASPE, who chairs the WE•Stand Technical Committee. “The 2020 WE•Stand achieves that goal while maintaining protection of the public health, safety and welfare. Jurisdictions that apply the WE•Stand will achieve safe and efficient water use in both residential and commercial facilities.”
IAPMO and TCNA to Jointly Develop Consensus Standard for Fabricated Shower Tiling Kits and Receptors
IAPMO and the Tile Council of North America, Inc. (TCNA) have agreed to jointly develop an American and Canadian National Standard for fabricated shower tiling kits and receptors. Applying the procedures of the American National Standards Institute’s (ANSI) Accredited Standards Committee (ASC) A108, to which TCNA serves as Secretariat, and IAPMO’s accredited Canadian Standards Development procedures, the consensus standard will be available for use by specifiers in the United States and Canada.

The scope of the standard will address the test methods and minimum requirements for field fabricated shower tiling kits and prefabricated, tileable shower receptors, including the materials, physical characteristics, performance testing, markings and specification.

TCNA is a trade association representing manufacturers of ceramic tile, tile installation materials, tile equipment, raw materials, and other tile-related products. Established in 1945, TCNA is recognized for its leadership role in facilitating the development of North American and international industry quality standards to benefit tile consumers.
IAPMO Solicits Proposals for 2023 WE•Stand
IAPMO, publisher of the Water Efficiency and Sanitation Standard™ (WE•Stand), is announcing a formal call for proposals toward the development of the 2023 edition of this standard.

The change proposal form, as well as proposal instructions and background on IAPMO’s ANSI-accredited consensus process, may be found HERE. All proposals recommending new text, revised text, or the deletion of text must be written in legislative format and clearly state the reason behind the recommendation.

No proposals will be accepted after the 5 p.m. PST deadline on March 4, 2022.
IAPMO Publishes American National Standard and Canadian National Standard for Prefabricated Gravity Grease Interceptors
IAPMO has published ANSI/CAN/IAPMO Z1001, Prefabricated Gravity Grease Interceptors, as an American National Standard (ANS) and National Standard of Canada (NSC). The binational standard is available in both English and French.

First published in 2007, this is the fourth edition of IAPMO Z1001 and the first to be published as an ANS and NSC. This standard supersedes the previous editions, last published in 2016. This is the first edition of this standard with both American and Canadian designation.

ANSI/CAN/IAPMO Z1001 standard covers prefabricated gravity grease interceptors made of concrete, fiber‐reinforced polyester (FRP), thermoplastic, or steel, and specifies requirements for design, materials, performance, testing and markings.

A copy of ANSI/CAN/IAPMO Z1001-2021 may be purchased through the IAPMO Online Store in English or French.
IAPMO Awarded Second U.S. Department of Commerce Grant to Increase U.S. Exports, Create Jobs
IAPMO, publisher of the Uniform Codes, the provisions of which protect people across five continents, has been awarded a four-year grant from the U.S. Department of Commerce’s International Trade Administration’s (ITA) Market Development Cooperator Program (MDCP). Now a two-time recipient, IAPMO previously received the MDCP grant in 2013.

Through this project, IAPMO will work with U.S. manufacturers to increase the flow of plumbing exports to Southeast Asian countries by removing burdensome export requirements and technical barriers to trade currently in place. Ultimately, this collaboration between ITA and IAPMO will help countries meet critical infrastructure and climatic trends in the region, paving the way for increased U.S. exports of environmental-related technologies and services for decades to come.
Dodge Momentum Index Jumps in October
The Dodge Momentum Index increased 10% in October to 181.2 (2000=100), from the revised September reading of 164.6. The Momentum Index, issued by Dodge Construction Network, is a monthly measure of the initial report for nonresidential building projects in planning, which have been shown to lead construction spending for nonresidential buildings by a full year. In October, commercial planning rose 14% and institutional gained 3%.

The value of nonresidential building projects entering planning has staged a solid recovery this fall. It has lifted the Momentum Index to its highest level in nearly 14 years, following a near-moribund summer of activity. The commercial sector has shown strength, having reached its highest level since the inception of the Index. The October gain in the Momentum Index was driven by increased planning in warehouses, offices, and healthcare structures. Compared to a year earlier, the Momentum Index was 47% higher in October 2021. The commercial planning component was 59% higher, and institutional was 26% higher.
