In memory of Eloy Salazar, Executive Director of the Illinois Migrant Council since 1985, as an inductee into the AFOP Farmworker Advocacy Hall of Fame

In his memory, Eloy Salazar was recently inducted into the Association of Farmworker Opportunity Programs (AFOP)  Advocacy Hall of Fame on behalf of his family. His passing on January 24th this year has been a heartfelt loss to his family and his many colleagues in Illinois and throughout the country.

His relationship with the Illinois Migrant Council and Community Action started in 1969 when he became a community organizer. In his early years working with IMC, Eloy also obtained his education at the College of Lake County and Northern Illinois University and continued his professional development at every opportunity. Very quickly he became the Director of Field Programs and then Associate Director of Program Operations for the entire state before being selected as the Executive Director by the Board.
Final Uniform Guidance Revisions Issued

On August 13, 2020, the federal Office of Management and Budget (OMB) released its final guidance (the Final Guidance) revising sections of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (the Uniform Guidance), 2 C.F.R. Part 200. The Final Guidance is the first major revision of the Uniform Guidance since its publication in 2014, and contains numerous changes that will affect how federal grant recipients, including Community Action Agencies (CAAs), administer their federal funds. Many of the changes address the questions and concerns expressed in the comment letter that CAPLAW and the National Community Action Partnership submitted to OMB in response to the proposed version of the rule. While most provisions will not take effect until November 12, 2020, a few are effective immediately
