The holidays are upon us and our lives are as busy as ever. Can one really 'unplug' from the office while knowing what awaits them upon their return? It's definitely a struggle, but I know I cannot be an effective administrator, forward-thinking leader, or caring family member until I take a deep breath and push the reset button from time to time.

IASCA is here to shoulder some of your professional burden. Whether it's providing training and accreditation activities, researching and reporting on legislative and regulatory mandates, or offering energizing networking opportunities, IASCA membership yields a valuable return on investment for your facility.

Industry Trends, Regulatory Compliance Compellingly Covered at Annual Meeting

Infection Prevention Seminar Satisfies Medicare Mandate
IASCA's 2022 Annual Meeting affirmed the organization's role as a useful and convenient provider of educational and networking opportunities. Attendees heard from and engaged with state policymakers, influencers, and nationally recognized experts.

The event was enriched by presentations from two state regulators who covered survey trends and preparation tips as well as changing life safety and construction requirements. ASCA’s well-regarded regulatory counsel Kara Newbury leveraged her expertise to dissect the 2023 Medicare reimbursement proposal and shed light on the prospect of adding new procedures to the ASC Covered List.
Neal Goldstein, a leading attorney for healthcare matters, joined Laura Dyrda, editor in chief of Becker’s ASC Review and a familiar face from Becker’s events, in a truly engaging discussion of industry trends. While Mr. Goldstein addressed business and transactional issues such as private equity and hospital investments, business development, and payer mix, Ms. Dyrda shared her perspective on workforce, site of service transitions, and multispecialty facilities.

IASCA’s events have become a reliable and valuable source for continuing education and mandated training. This year, IASCA invested in a 4-hour Infection Prevention and Control seminar from Excellentia. Cathy Montgomery and Loie Ruhl Couch demonstrated encyclopedic knowledge of regulatory and accreditation requirements, common frustrations, and unique solutions. When surveyors enter your facility, anxiety levels are certain to rise. IASCA is here, though, to support its members in Being Prepared.

Legislative and Regulatory Update
Advocacy for the ambulatory surgery center industry is a top IASCA priority. With increasing consolidation and reimbursement cuts making headway, it is more important than ever for the ASC industry to have a political voice.
2023 Medicare Payment Rule Finalized with 3.8% boost
On Nov. 1st, CMS finalized an increase in payment rates by 3.8% for CY 2023. The increase is based on a hospital market basket percentage increase of 4.1% reduced by a productivity adjustment of a 0.3 percentage point. Specific rates will be based on claims data from CY 2021. CMS will remove eleven services from the Inpatient Only List and will add four procedures to the ASC Covered Procedures List. The agency is finalizing separate payment in ASCs for five non-opioid pain management drugs that function as surgical supplies, including certain local anesthetics and ocular drugs.

Revised CMS Guidance for Staff Vaccination Requirements (ASCA)
On Oct. 26th, CMS issued revised guidance and procedures to assess and maintain compliance with staff vaccination regulatory requirements. The revisions address frequency of review of the staff vaccination requirements, as well as immediate jeopardy, condition-level and actual harm determinations to ensure that deficiency citations recognize good faith efforts by providers and suppliers.
22 states ask CMS to withdraw healthcare worker vaccine mandate (Becker's)
A coalition of 22 states has filed a petition seeking to repeal the Biden administration's rule that requires employees to be vaccinated against COVID-19 if they work in healthcare facilities that receive Medicare or Medicaid funding. In the petition, the attorneys general request that CMS withdraw its vaccine mandate for healthcare workers and all related guidance, citing the most recent pandemic circumstances. Read more.
