Significant Changes to the IATA DGR 66th Edition | |
The 66th Edition of the IATA Dangerous Goods Regulations (effective January 1, 2025) will become available in the coming days. While full details of the changes coming into force will be provided in the new Edition, IATA has released notice of the Significant Changes and Amendments in the 66th Edition. The notice indicates significant changes to each of the 10 Sections of the DGR, and can be downloaded by clicking the button below. | |

Some highlighted changes:
- Provisions are outlined in the Exceptions of 1.2.7 for data loggers and cargo tracking devices with installed lithium batteries which are in use, or are intended to be in use, during transport.
- The provisions of 2.3 for dangerous goods carried by passengers and crew have been updated with regard to carriage of battery powered mobility aids.
- As is usual, changes to State and Operator Variations in 2.8 are noted.
- Changes are noted in Section 3 affecting Classification, including expansion of the exception in 3.9.2.5.5 for COVID-19 vaccines from the provisions of the Regulations to now apply to all pharmaceutical products, such as vaccines, that are packed in a form ready to be administered.
- Classification criteria for sodium ion batteries has been added in 3.9.2.7.
- Nine new entries have been added to the 4.2 List of Dangerous Goods, including entries for fire suppressant dispersing devices, gallium contained in manufactured articles, sodium ion batteries in various shipping configurations, and vehicles powered by lithium ion batteries, lithium metal batteries or sodium ion batteries.
- Numerous Special Provisions in 4.4 have been added or revised.
- Changes in Section 5, Packing, include added amendments with regard to protecting the valves of cylinders and closed cryogenic receptacles; clarification of “Q” value calculation, and changes to several Packing Instructions and the addition of new Packing Instructions applicable to sodium ion cells and batteries.
- Section 6 contains amendments with regard to rolling hoops for drums, and updates to referenced international standards for the construction and testing of cylinders and closed cryogenic receptacles.
- In Section 7, the Lithium Battery mark has been renamed as the Battery mark, and the Lithium Battery label has been renamed as the Lithium Battery or Sodium Ion Battery label.
- In Section 8, a transitional period is provided for UN 3171, Battery powered vehicle, to continue to include vehicles powered by lithium batteries until 31 March 2025. Additionally the note referring to the transition period for the alternate dangerous goods statement on the Air Waybill is removed as the transition period will end 31 December, 2024 (8.2.1).
- Section 9 contains several modifications with regard to operator responsibilities.
- In Section 10, 10.7.1.4 has been amended to reflect the requirement for the marking of an overpack when dry ice is included in a consignment with radioactive materials.
- Many changes have been made to the defined terms shown in the Glossary of Appendix A.
- IMP codes for ELI, RBI, and RLI have been amended to also apply to sodium ion batteries.
- There are additions to the list of currently assigned self-reactive substances in Table C.1 and to the list of organic peroxides in Table C.2.
- Contact details for competent authorities have been updated in Appendix D.
The referenced document of significant changes, including the above listing of highlights, is not inclusive of all changes and amendments to the 66th IATA DGR; as a reminder, changes are indicated in the actual published regulations by the following symbols shown against an item:
