Jeff Roth is a senior public-sector and military leader with extensive experience in municipal operations, organizational transformation, and transportation regulation. He formerly served as New York City's Deputy Mayor for Operations, overseeing a broad portfolio of infrastructure and public-facing agencies, including the Taxi and Limousine Commission (TLC), Department of Transportation, and Department of Design and Construction. Prior to that role, he held senior positions at TLC, the New York City Fire Department (FDNY), and the Mayor's Office of Operations. Across these roles, he combined operational leadership with data analytics to assess risk, strengthen emergency response and inspection programs, and improve quality of life for New Yorkers. Currently, Jeff commands Joint Task Force Empire Shield, which provides National Guard homeland security support at major transit hubs throughout the New York City region, and the 42nd Infantry Division Artillery in the New York Army National Guard. He is the author of Fires, Floods, and Taxicabs and holds graduate degrees from Harvard University and the U.S. Army War College.

Maria Irshad, PTMP, MPA serves as Deputy Director for the City of Houston's Administration and Regulatory Affairs Department, where she oversees ParkHouston, Vehicles-for-Hire, and Business Licensing. Leading a team of approximately 140 employees, Maria helps guide policy and operations across programs that touch residents, businesses, visitors, and the city's transportation network every day. Her work spans curb management, parking policy, regulatory permitting, customer service, enforcement, and industry partnerships. Maria is a past president of the Texas Parking & Transportation Association and the Houston chapter of Women Professionals in Government, and she was recognized as IPMI's 2020 Industry Professional of the Year for her leadership, innovation, and service to the parking and mobility profession.

Josh Lynch has been with the City of Portland for over 8 years. For the majority of that time, he served as a business analyst for PBOT's for-hire transportation regulatory program, shepherding the adoption of a new PfHT permitting platform, building out data management and reporting procedures, and providing technical guidance on new mobility. In the last few years, he has taken on a planning and policy development role within PBOT, continuing to focus on the future of for-hire transportation regulation. When not absorbed by policy, Josh enjoys the bounty of Oregon's outdoors on two wheels and exercising his creativity by making small leather goods.

Kristin Marriott serves as Deputy Chief of Vehicle for Hire Public Safety with The City of Calgary. She provides strategic leadership for the licensing and enforcement divisions, overseeing programs that support public safety and consumer protection. With extensive experience in municipal regulation and engagement, Kristin works closely with government, industry, and community partners focusing on balancing innovation, public safety, and effective regulation to support a safe and accessible transportation for hire system for Calgarians.

Jill Marie Plaza is the Taxi/Contracted Transportation Services Administrator for SunLine Transit Agency and SunLine Services Group. She is based in the Coachella Valley and focuses on taxi regulation and alternative transportation.

Leonardo Fewell is a transportation professional with experience in both public and private transit. He is the For-Hire Vehicle Administrator for the San Diego Metropolitan Transit System in San Diego, California, where he is responsible for permitting and regulatory oversight of over 1,800 taxicabs, nonemergency medical, and other modes of mobility services. Leonardo is a graduate of the Mineta Transportation Institute at San Jose State University with a Master's Degree in Transportation Management. Leonardo regularly advises policymakers and transportation stakeholders on accessible and private-public transportation partnership solutions, with an emphasis on eco-friendly technologies.

Tilly Chang serves as Executive Director of the San Francisco County Transportation Authority. The Transportation Authority's mission is to make travel safer, healthier, and easier for all. The agency plans, funds, and delivers transportation projects to improve travel choices for residents, commuters, and visitors throughout San Francisco. Ms. Chang oversees the Transportation Authority's administration of San Francisco's half-cent transportation sales tax and other voter-approved funding programs. She also leads the agency's congestion management functions, including developing the San Francisco Transportation Plan, which is the blueprint for countywide transportation policy and investment. Ms. Chang serves on the advisory boards of UC ITS, UC Berkeley Civil and Environmental Engineering and SF Self Help for the Elderly. Prior to the Transportation Authority, she held posts with the World Bank, Metropolitan Transportation Commission, and a wireless technology startup.

David Douglas serves as a Surface Transportation Security Inspector with the Transportation Security Administration (TSA), where he works with the surface transportation sector to strengthen security, preparedness, and resilience. His work includes providing security awareness, assessments, training, and technical assistance to transportation organizations and industry partners. Through TSA's Surface Transportation Security program, Douglas works collaboratively with transportation stakeholders to identify security vulnerabilities, enhance emergency preparedness, and promote effective security practices across the transportation system. His experience provides a valuable perspective on the intersection of transportation operations, public safety, and security.

Abdul Rafih is a transportation and regulatory professional with the City of Calgary, where he works in Parking, Safety and Compliance. He brings extensive experience in regulatory compliance, public safety, and the oversight of mobility and vehicle-for-hire services. His work has included supporting regulatory frameworks for taxis, rideshare and limousine services, addressing accessibility and passenger safety, and working with industry and community stakeholders to strengthen compliance and service standards. Rafih has been actively involved in transportation regulation and has contributed to discussions on evolving mobility services, enforcement, accessibility, and public safety. His practical experience provides valuable insight into the challenges regulators face as transportation systems and mobility services continue to evolve.

Russell Vickers is Co-Founder and CEO of Future Mobility Campus Ireland (FMCI), Ireland's first autonomous vehicle R&D testbed, based in Shannon. Since founding FMCI in 2020, he has built it into a nationally recognised centre for connected and autonomous vehicle (CAV) technology, assembling a consortium of 10+ industry and government partners, including Jaguar Land Rover and Valeo, and securing over €10M in national and EU programme funding. Russell works closely with Ireland's Department of Transport, helping shape the national strategy for the safe rollout of autonomous vehicles, and regularly represents industry perspectives on automated driving policy at government and EU level. He also leads FMCI's role in large-scale EU testbed programmes, connecting Irish and European research institutions to advance real-world validation of CAV technology. Previously, Russell was an Engineering Manager at Jaguar Land Rover and earlier designed semiconductors for Texas Instruments, Ericsson, and Intel. He holds an Executive MBA and is ISO 26262 Functional Safety Certified.

Arif Welcher serves as Assistant Director of the Office of Sustainability at the Port Authority of New York and New Jersey, where he supports the agency's efforts to advance sustainability, environmental stewardship, and the transition toward a more resilient and low-carbon transportation infrastructure. Welcher brings more than 20 years of public- and private-sector experience, with a background in energy policy, economic development, and sustainability. Prior to joining the Port Authority, he served as an Ombudsman with the New Jersey Board of Public Utilities, where he worked on strategic initiatives designed to promote economic growth and investment through clean-energy programs. Welcher holds a Bachelor of Economics from the University of North Carolina at Chapel Hill. His experience at the intersection of transportation, energy, and sustainability provides valuable insight into the challenges and opportunities facing transportation agencies as they pursue cleaner and more resilient mobility systems.
