Greetings, Iowa Community Actioners!

We are on the cusp of celebrating Community Action Month in May. We wanted to continue our tradition of hearing from the network about why they feel that community action is special.

In keeping with our ICAA Conference theme - "Come Together. Join the Momentum.", we'd like to hear your stories or anecdotes of your Community Action life (past or present) and a defining moment around the impact or importance of community action for you, an individual or family you served, or for your agency or community.

Please send your anecdotes or stories to Katherine Harrington at kharrington@iowacaa.org throughout May, and for your effort, your name will be entered to win a prize on one of the following drawing dates:

Join us on any one of the dates above on our Zoom! Don't forget - you can't win if you don't play!

Yours in Momentum,

Katherine

ICAA's Book Club

It's time yet again for the start of a new book! Poverty, By America by Matthew Desmond reimagines the debate on poverty, making a “provocative and compelling” (NPR) argument about why it persists in America: because the rest of us benefit from it.

ICAA's Book Club meets virtually every two weeks. The schedule for this book is below:

  • May 18 - Prologue, Chapters 1 & 2
  • June 1 - Chapters 3 & 4
  • June 15 - Chapters 5 & 6
  • June 29 - Chapters 7 & 8
  • July 13 - Chapter 9 and Epilogue

Please visit this website to sign-up to receive updates about and/or join ICAA's Book Club!

If you can't join this time around,

be sure to come back for the next two books!

The radically speculative odyssey of a young Black woman in a post-apocalyptic America and the community she cultivates despite the horrors of climate change and social inequality.

Combining cutting-edge research with a healthy dose of good humor and practical advice, Why Zebras Don't Get Ulcers explains how prolonged stress causes or intensifies a range of physical and mental afflictions, including depression, ulcers, colitis, heart disease, and more. It also provides essential guidance to controlling our stress responses.

Welcome to Commissioner Peterson!

Amanda Peterson of Plymouth, Iowa is the newest addition to the Commission on Community Action Agencies, filling one of the vacant Consumer seats on the Commission which mirrors the tri-partite board structure at our Agencies (1/3 Public Officials, 1/3 Lived Experience, 1/3 Community).

Amanda's extraordinary life journey-- struggling to find educational supports that would meet the needs of her son who has autism, her cancer diagnosis, treatment, and recovery all while being a single mom raising two kids--gave Amanda a front-row seat to broken systems, but also to the support that Mid-Sioux Opportunity and the FaDSS program could provide.

Amanda's kids are now doing great and she is back in school. She is excited for her commission service, stating, "I hope that by telling my story, that I can invoke change."

The Community Action Network is proud to have Amanda advocating for the important work that community action provides!

Iowa's Legislative Session So Far

This session has been a roller-coaster. We certainly didn't start the year thinking that State Government Reorganization would be a topic that we'd spend so much time on! We came very close on Eviction Expungement and fought a valiant battle on SNAP Asset Testing. Things have taken an interesting turn with Child Care Assistance Eligibility, and the budget isn't even done yet! Here is where the scoreboard wound up with our legislative priorities.

State Government Reorganization: SF 514 was signed into law by Governor Reynolds on April 4. The impact of the legislation has effectively dismantled the Department of Human Rights and reconfigured that programming under the Department of Health and Human Services (HHS). Community Action Programming (LIHEAP, LIHWAP, Weatherization, CSBG, and FaDSS) remain together in a subunit under the Community Access Unit being led by Erin Drinnin. Please see the below Org Chart for the most recent iteration of the organization of HHS.

Eviction Expungement: HF 548 did not advance out of the Second Funnel to be considered by the full house, despite strong support in Committee from both the Senate and the House. We had good bipartisan support. We hope to take a stab at this again next year.

SNAP Asset Test: At the time of this writing, this bill was awaiting the Governor's Signature after having passed the House 58-41. Despite testimony from impacted individuals and families, countless emails and call from the Network, and a Fiscal Note showing that this would increase costs to the state, the Legislature passed a bill that we believe will make it harder for families to qualify for SNAP and Medicaid Benefits and will results in several thousand families being kicked off of this benefit.

Childcare Assistance Eligibility: DHHS announced that they were going to raise the eligibility from 145% to 155% through a rule-making process, but the House felt that they needed to take Legislative action.  HF 707 Passed the House Appropriations Committee and passed the House Chamber 99-0.

Early Childhood Staff Job Search Requirement: ICAA is hoping to ask the legislature to Sunset Reemployment Case Management Program that affects Temporarily laid-off Community Action Early Childhood Employees. We believe these workers should be exempt from the new Reemployment Case Management Program which includes job search requirements for 13 weeks.

Successful Congressional Visits

MICA (4/5) and New Opportunities (4/11) were excited to host Sen. Grassley and Congressman Nunn (IA-3) respectively this spring to showcase their programming and staff and to hear from customers with lived experience.

Spring Disaster Season

After a relatively quiet year, 2023 is already shaping up to be a rough one for the State. Dozens of tornados passed through in late March/early April, activating 20 counties for the Community Action Network administered Iowa Individual Assistance Grant Program (IIAGP) and Iowa Disaster Case Management (IDCM).

The National Weather Service is predicting major flooding along the Mississippi in early May.
