Thank you to everyone who participated in the ICANN86 Community Forum, both in person and online. I’d also like to thank our host, the Spanish Ministry for Digital Transformation and the Civil Service, and the venue for helping to make the meeting a success.
ICANN Public Meetings are where our multistakeholder governance process happens in real time, and your participation and commitment to building consensus is essential for ICANN to continue to fulfill its mission.
Thank you for your hard work this week, and I’ll see you again in October at ICANN87!

Join Us in Bali for ICANN87 | |

As we conclude a productive ICANN86 in Seville, our attention now turns to our next meeting, ICANN87. This meeting will take place 17–22 October 2026 at the Bali International Convention Center in Bali, Indonesia, which is managed by and attached to The Westin Resort Nusa Dua, Bali.
ICANN87 will serve as the 2026 Annual General Meeting – an important opportunity for the global community to come together, review progress, and continue advancing the policies and technical work that ensure the secure and stable operation of the Internet.
Previously announced to be in Muscat, Oman, ICANN87 was relocated following consultation with the meeting hosts and local partners in Oman, with a shared focus on ensuring that the Annual General Meeting can proceed as planned, with broad and effective participation from across the global ICANN community.
Whether you are deeply engaged in policy development or just beginning your ICANN journey, I encourage you to join us. ICANN87 will be defined by the voices and contributions of the community – whether in Bali or participating remotely. We look forward to welcoming you to this important gathering.

Members from both the Security and Stability Advisory Committee (SSAC) and the Root Server System Advisory Committee (RSSAC) come together for this unique open mic session.
This interactive open mic session is dedicated to answering questions from the ICANN community. Participants can learn more about ongoing work taking place in the areas of security, stability, and reliability of the Internet’s naming and address allocation systems and the operation of the Root Server System.
Everyone is welcome to join this session to learn more about current work, membership, and other topics relevant to RSSAC and SSAC and to ask members your questions.

Regional At-Large Organization (RALO) leaders met with NextGen@ICANN86 participants and fellows to provide an overview of RALO activities and engage in interactive discussion about current ICANN policy priorities and potential improvements.
Individual RALO leaders provided NextGen@ICANN participants and fellows with an overview of their regional topics of interest, projects, and achievements. The European Regional At-Large Organization (EURALO) then showcased the results of its recent survey of At-Large Structures (ALSes), identifying the top interests of ALSes. The session concluded with an informative and interactive discussion with NextGen@ICANN participants and fellows regarding their thoughts and observations about ICANN’s policy priorities.
The RALOs thank the NextGen@ICANN86 participants and fellows for their engagement and welcome their further participation in the work being done within the At-Large community.

The Domain Name System (DNS) Abuse Mitigation Policy Development Process (PDP) 1 Working Group (WG) has held three working sessions so far at ICANN86. The WG progressed its work on answering its Charter Questions.
During ICANN86, the DNS Abuse Mitigation PDP 1 WG held three of its four working sessions where it continued its deliberations on the Charter Questions working toward its Initial Report. The WG discussed all nine of its Charter Questions and has “stable but not final” language for all recommendations at this point in time. The recommendations will continue to be discussed and refined in future WG sessions. During the final session at ICANN86, the WG will discuss a scoped human rights impact assessment on the potential impact of the policy recommendations as required by the charter.
Going forward, the DNS Abuse Mitigation WG will continue working toward its Initial Report for Public Comment.
| | Montevideo Reinforced as Regional Hub for Digital Governance Dialogue | |
In 2026, Montevideo strengthened its role as a regional hub for Internet governance and digital policy by hosting two major events focused on the future of digital transformation in Latin America and the Caribbean, in collaboration with regional partners including LACNIC and Internet Society.
The first was the Internet Governance Forum (IGF) Parliamentary Summit, held in March at the Uruguayan Chamber of Deputies. Organized with the IGF, the event brought together parliamentarians and experts to discuss how legislative institutions can better address emerging technologies and digital policy challenges. Discussions highlighted the importance of inclusive, forward-looking policymaking and stronger collaboration between governments and the broader Internet governance community. The summit also launched a regional network of parliamentarians and staff to continue cooperation on digital issues.
Three months later, Montevideo hosted the Latin America and Caribbean Digital Communications and Media Forum (CAF) 2026 at CAF headquarters. Leaders from government, industry, academia, civil society, and the technical community examined topics including digital inclusion, connectivity, spectrum management, artificial intelligence, online safety, and misinformation.
Together, the events reinforced Montevideo’s growing importance as a regional center for collaborative dialogue on the future of the Internet and digital ecosystems. We appreciate the excellent work of LACNIC, Internet Society, and all member institutions of Casa de Internet de Latinoamérica y el Caribe for joining us at these important events.

Ignacio Sánchez González
Chile

Ignacio Sánchez González is a lawyer and academic at the Institute of International Studies of the University of Chile. His work focuses on digital and Internet governance, international economic law, digital trade, and the legal and institutional challenges of emerging technologies.
A three-time ICANN Fellow, Ignacio is actively engaged in regional Internet governance spaces. He serves as a Board Member of the Internet Governance Forum Chile and co-founded the Chilean School on Internet Governance, an academic initiative based at the University of Chile that promotes capacity building and multistakeholder dialogue in the region. Through this and other educational initiatives, including digital infrastructure programs developed with the Development Bank of Latin America and the Caribbean and the University of Chile, he has helped incorporate ICANN-related topics, Domain Name System governance, and Internet infrastructure into university-level curricula, with the participation of ICANN organization and Board representatives.
His ICANN involvement is part of a broader trajectory within the Latin American Internet ecosystem. He previously served as Policy Officer at the Latin American and Caribbean Top-Level Domain Association and currently works with the organization as an external policy consultant. González is also a Latin American and Caribbean Internet Addresses Registry Policy Shaper Alumni.

Rihana Avila Huatuco
Peru

A telecommunications engineer, Rihana Avila Huatuco works at the intersection of emerging technologies, capacity development, and Internet governance, with a particular focus on rural and underserved communities. She is an innovation and digital transformation consultant and the founder of Evolving Hub, a community-driven organization empowering changemakers.
Avila Huatuco is active within the At-Large community, the Latin American and Caribbean Islands Regional At-Large Organization, and Universal Acceptance initiatives. She attended ICANN82 as a Fellow and is honored to return for ICANN86. Beyond ICANN, she leads initiatives such as Girls in ICT: Redefine Possible, mentors young women in technology, and co-organized the Think AI, Build Secure Hackathon, which helped Peruvian teams reach the Latin American regional finals.
Coming from Indigenous roots in the Andes of Ancash, Peru, Avila Huatuco is passionate about ensuring that the future of the Internet is shaped by diverse voices. The ICANN Fellowship transformed her understanding of the multistakeholder model, from something she learned about to a community she actively contributes to.

Haoua Annour Nassir
France
| |
Haoua Annour Nassir is currently a sociology student at Lille University with a background in development studies. Nassir was motivated to get involved with ICANN because of her interest in digital inclusion and the Internet. Originally from the Republic of Chad, she has seen how limited Internet access affects opportunities and wants to better understand how global decisions impact local realities.
At ICANN86, Nassir hopes to gain a better understanding of ICANN’s multistakeholder model, learn from others, and build connections that will help her contribute to Internet governance discussions. She is also interested in exploring how Internet governance and digital inclusion effect underserved regions like the Sahel.

Q: I joined the Registrar Stakeholder Group (RrSG) because...?
A: "Tucows has always been a member of the RrSG and may actually have helped create it—some Internet history is lost to the sands of time or locked in the heads of the people who were there. The Stakeholder Group (SG), like all ICANN SGs and Advisory Committees, is an integral part of the ICANN ecosystem and especially the policy development process (PDP). Tucows strongly believes that multistakeholder governance is the best way to govern the Internet, a position that has been born out in studies and in reality alike.
I am honored that Tucows lets me work as one of its voices at ICANN and always delighted to work with other members of the community—together, we make the Internet better."
