Extreme Heat & Community Resilience Grant Program Draft Guidelines Workshops
Join the Integrated Climate Adaptation and Resilience Program (ICARP) staff for a series of public workshops to provide input on the Extreme Heat and Community Resilience Grant (EHCRP) Round 1 Draft Guidelines. ICARP staff will present on the grant structure, eligible activities, and timeline, and attendees will have the opportunity to give staff feedback.

$1 Million in Funding Available for Capacity Building for California Native American Tribes

California Native American tribes may now apply for funding through the Strategic Growth Council’s (SGC) newest grant program, the Tribal Capacity Building Pilot Program. The pilot program will assist tribes in developing long-term capacity to secure funding and implement tribal-led climate solutions. The pilot program will award two-year grants to 4-6 tribes and fund staff salaries and activities that advance each tribe’s climate-related work. SGC will award between $150,000 and $250,000 to each tribe selected for the pilot two-year grant term. To help you with your application, SGC staff will host office hours every other Thursday from 2:00 p.m. - 3:00 p.m. PT. through January 25, 2024. Final applications are due on February 5, 2024.

SGC staff are also accepting proposals for the Tribal Capacity Building Pilot Program’s technical assistance (TA) provider solicitation. The ideal TA provider has significant experience working with California Native American tribes and providing technical assistance for climate-related federal and state grants. The TA provider will work with 4-6 awarded tribes for a two-year grant term to evaluate capacity building needs and provide tribes with no-cost, flexible support that will respond to each tribe’s needs. Proposals are due January 19, 2024 by 5:00 p.m. PT.

Explore narrative examples of how communities and regions have been addressing climate adaptation through local planning projects at ResilientCA.org/challenges. Some example planning projects funded by the Caltrans SB 1 Adaptation Planning Grant Program are featured below.
The San Francisco Bay Trail Risk Assessment and Project Prioritization Plan has won multiple planning awards for this study, which evaluated the climate vulnerabilities facing the East Bay’s shoreline and assists the East Bay Regional Park District in prioritizing nature-based adaptation projects to provide multiple benefits for the region.
The City of Monterey Transportation Adaptation Plan explores multiple sea level rise adaptation pathways for shoreline adaptation, including a Protect/Flood Barrier Plan, and a Managed Retreat Plan. The plan also involved a multi-lingual community engagement process, and resulted in conceptual project designs and cost estimates.
The City of Pacific Grove Sea Level Rise Transportation & Infrastructure Adaptation Plan was the result of extensive public feedback and several technical assessments and studies on local biological resources, vulnerability, cultural resources, and geological and hydrologic conditions.

DOI Environmental Justice Strategic Plan Development Listening Sessions

President Biden signed Executive Order 14096, Revitalizing Our Nation's Commitment to Environmental Justice for All, which directs Federal agencies to develop an Environmental Justice Strategic Plan that will “set forth the agency’s vision, goals, priority actions, and metrics to address and advance environmental justice...” To update its Environmental Justice Strategic Plan, the Department is organizing the following listening sessions in November to obtain public input:

White House Releases Fifth National Climate Assessment and Announces More Than $6 Billion to Strengthen Climate Resilience Across the Country

The Fifth National Climate Assessment (NCA5), released last week, is the US Government's main report on climate change impacts, risks, and responses. It will inform decision-making across the United States.

Our staff are leading a similar interagency effort at the state level, California's Fifth Climate Change Assessment, which is a suite of original research and tools describing the impacts and risks of climate change. This research will equip communities and leaders across the state with the best available science and knowledge to inform their planning and decision-making processes.
Governor Signs Legislation on Extreme Heat

Governor Newsom signed Senate Bill 306 into law last month, mandating that the Governor's Office of Planning and Research and California Natural Resources Agency update the statewide Extreme Heat Action Plan every three years to promote comprehensive, coordinated, and effective state and local government action on extreme heat.

River Network Releases New Tools for Equitable Climate Resilience

The River Network has created a two-part toolkit on Fostering Community Leadership and Fostering Community-led Research and Knowledge that aims to build the capacity of organizations to serve as catalysts in supporting members of their communities stepping into leadership roles, as well as engaging them meaningfully in defining the scope of local climate change risks and impacts, and formulating and implementing equitable solutions alongside key partners.
SCAG Releases Climate Equity Compendium 

The Climate Equity Compendium provides resources for local planners in the Southern California Association of Governments region to advocate for and implement equitable and actionable solutions for their jurisdictions’ climate adaptation efforts. The compendium was developed in partnership with more than 60 local jurisdictions and focuses on the major concerns for local agencies: providing resources to address and assist with lack of staff capacity and funding and difficulties with finding relevant data and conducting outreach.

Climate Resilience Nexus 2024
January 12, 2024

On January 12, 2024, the inaugural Climate Resilience Nexus will be hosted by the Governor's Office of Planning and Research in partnership with Climate Resolve. This event will be held in Riverside, California, and comes on the heels of record-setting climate extremes like drought, extreme heat, and wildfire in California. A strong resilience and adaptation agenda is at the very center of California's climate leadership and is imperative to the health and well-being of California's residents - especially those most vulnerable to these impacts.

2024 Catalyst Conference: Progress in Place
February 1-2, 2024

The California Strategic Growth Council is pleased to announce it will host the Catalyst Conference, themed Progress in Place, in Sacramento for the second year in a row. Building on last year’s efforts, “Progress in Place: From Power Building to Project Implementation” promotes community and local capacity building while preparing for challenges associated with project development and implementation. The event’s agenda matches the urgency to center and support disinvested communities with the speed at which federal and state funds are being distributed. The 2024 event will convene frontline leaders, researchers, funders, and government partners currently leading this work to learn from one another, prioritize areas of future focus, advance projects, and celebrate transformation already underway.

Local Mitigation Planning Workshop

Do you have a Local Hazard Mitigation Plan (LHMP)? Is your current LHMP expiring? You are invited to attend a pre-California Mitigation Summit workshop on Local Mitigation Planning where Cal OES planners will provide essential information on key elements including new FEMA planning requirements for the inclusion of vulnerable populations, best practices for public engagement, how to prepare your risk assessment and include climate considerations, how to integrate your LHMP into other planning mechanisms including the General Plan Safety Element, and possible ways to fund the preparation of your plan. Participants will be provided with the latest LHMP review guidance and policy books, as well as other resources that can assist in the successful development of an LHMP.

California Mitigation Summit 2024
February 21-22, 2024

The California Governor’s Office of Emergency Services Hazard Mitigation Division and the California Fire Foundation are pleased to invite working professionals to a two-day summit
created especially for those working to reduce or permanently eliminate future risk to lives and property from Natural Hazards.

This Summit will provide updates about the State Hazard Mitigation Plan, a forum to strengthen partnerships among state and local stakeholders building long-term community resiliency, gain insights from state and local hazard mitigation experts, obtain new information about mitigation funding opportunities, and develop a better understanding of mitigation strategies to break the cycle of damage, reconstruction, and repeated damage.

The Summit will take place Wednesday, February 21 and Thursday, February 22 at the SAFE Convention Center in Sacramento. Attendees must register here to attend.

Coastal Habitat Restoration and Resilience Grants for Tribes and Underserved Communities Grant
Due: December 19, 2023

For capacity building, science support, and restoration project activities that enhance resilience of tribes, tribal entities, and underserved communities and have the greatest potential to lead to habitat restoration in coastal, estuarine, marine, and Great Lakes areas. Learn more here.
CAL FIRE Forest Health Grants
Due: January 15, 2024

CAL FIRE’s Forest Health Program funds active restoration and reforestation activities aimed at providing for more resilient and sustained forests to ensure future existence of forests in California while also mitigating climate change, protecting communities from fire risk, strengthening rural economies and improving California’s water & air. Climate-Ready Workforce for Coastal States and Territories
Due: February 13, 2024

This competition seeks to form partnerships that train workers and place them into jobs that enhance climate resilience. It is designed to meet the emerging and existing skills needs of employers while helping workers enter good jobs. Learn more here.
U.S. Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance Grant - $800 million
Due: February 29, 2024

Flood Mitigation Assistance competitive selections focus on reducing or eliminating the risk of repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP), and with NFIP-participating communities.

Eligible Entities: States, federally recognized Tribal governments, U.S. territories, and local governments.
U.S. FEMA Building Resilient Infrastructure and Communities (BRIC) Program - $1 billion
Due: February 29, 2024

Supporting communities as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. The program’s guiding principles are supporting communities through capability- and capacity-building; encouraging and enabling innovation; promoting partnerships; enabling large infrastructure projects; maintaining flexibility; and providing consistency.

Eligible Entities: States, local communities, tribes and territories.
HUD Green and Resilient Retrofit Program (GRRPE) Elements - $140 million
Due: March 28, 2024

This program seeks to amplify recent technological advancements in utility efficiency and energy generation, bring a new focus on preparing for climate hazards by reducing residents’ and properties’ exposure to hazards, and protecting life, livability, and property. All of these investments will be made in affordable housing communities serving low-income families.
