DD Council State Plan Requirements
There are 56 Councils in the United States and select US Territories. All are required to develop and submit a plan that includes 5-year goals, developed through data driven strategic planning for advocacy, capacity building, and systemic change related to areas of emphasis to be undertaken by the Council (DD Act, Section 124 (c)(4)(A)).
Each Council conducts a comprehensive review and analysis of the extent to which services, supports, and other assistance are available to individuals with developmental disabilities and their families and the extent of unmet needs for services, supports and other assistance for those individuals and their families in the State/Territory (DD Act, Section 124 (c)(4)(A)(i) and (B)(ii‐iii).
As a result of the review and analysis, each Council develops state plan goals that are derived from the unmet needs of individuals with developmental disabilities and their families. Each plan must include a goal for each year related to self‐advocacy and include the three mandated activities (DD Act, Section 124 (c)(4)(A) (ii (I‐III)).
