7th Edition of the Advancing Corrections Journal
The International Corrections and Prisons Association is pleased to announce the seventh issue of the journal "Advancing Corrections". This Edition of Advancing Corrections is giving focus to 'Community Corrections'. Community Corrections is an umbrella term we use to describe all of the things we do in the community to assist justice involved individuals in their reintegration journeys. There are papers in this Edition that that challenge us in going further in how we engage and collaborate with our communities (as they do, for example, in Japan and in Singapore). From a North American perspective, maybe one of the things we should accept is that rather than just doing things as usual, with some adjustment at the edges, we can learn from international practice that has truly pushed the boundaries of community engagement. One of the strengths of our Journal is that we continue to attract submissions from around the world - for this Edition, from the US, New Zealand, Australia, Japan, Singapore, and Canada.
Call for Papers for Issue #8
The Journal invites submission of papers that can be digested and appreciated by
practitioners,
managers,
policy-makers and other
correctional professionals. Authors are welcomed to submit papers for
one of three sections of the Journal.
Featured Research Articles should be more research oriented and scholarly, including the usual practice of referencing the relevant literature. Another section called
Views and Reviews welcomes shorter and thoughtful discussions of a particularly relevant or emerging issue/topic. And finally, a section we are calling
Practice Innovation in Corrections would like to profile what is going on in a given agency/jurisdiction that is especially innovative and can be of interest broadly to others.
The theme for the 8th Edition of Advancing Corrections will revolve around one of ICPA's key strategic focal points 'Investing in Staff'

DERAD is a European Project that aims to prevent the escalation of radicalization in the prison environment and help prisoners and probationers who are often exposed to Jihadist recruitment or self-radicalization to overcome the different problems and push factors usually exploited by recruiters, aspects that DERAD project aims to approach.
The Council of the EU published the "Draft Council Conclusions on preventing and combating radicalisation in prison and on dealing with terrorist and violent extremist offenders after released", adopted by the General Secretariat of the Council of the European Union on 16th May 2019.
In this document the DERAD project leaded by the Triveneto Directorate of the Italian Ministry of Justice in cooperation with Agenfor Int'l Foundation and the whole DERAD consortium: FUNDEA, HFOeD, EI, CVUT, UNIGR and Romanian Ministry of Justice - has been identified as good practice for all member states

The Council of Europe (CoE) and the European Commission signed a cooperation agreement with aim to promote human rights, rule of law and democracy in the Western Balkan countries covered by the Horizontal Facility Programme: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia. The agreement funds several projects (hereafter referred to as "the Projects") in the area of reforms in penitentiary, police, probation, psychiatric and social care institutions.

Correctional Service of Canada's Research Branch Celebrates its 30th Anniversary

One of the most memorable highlights of my career was to be given the privilege of establishing an operational Research Branch within the Correctional Service of Canada (CSC) - many years ago! At the time, very few correctional agencies had their own research units. I recall how we began to inter-change with our colleagues in the research division of the US Federal Bureau of Prisons - always amicably though not always in agreement!
There were also small research units we were aware of in the UK Home Office and in Scotland. But the benefits of having an internal research capacity were not yet broadly recognized by most correctional agencies. Encouragingly, that situation has changed and many progressive correctional agencies now have their own research units. I like to think that is the case at least in some small measure because of the leadership shown by the Correctional Service of Canada in promoting research to inform evidence-based

Expert Attitudes Towards Digitization in the Penal Landscape: Ethical and Moral Considerations

Our invitation to the 3rd Technology in Corrections Conference in Lisbon, organised by ICPA and EuroPris in 2019, was warmly welcomed. Our research and scholarly collaboration has arrived at an interesting juncture - to assess and evaluate the ethical and moral implications of digitization in the correctional landscape. Our presentation looked to the conference delegates for their responses to a number of ethical and moral challenges.
Using the interactive Menti software we invited delegates to record their responses to a series of statements that we designed to illicit a deeper understanding of what they considered to be of importance, value and priority.
The findings of this interactive survey are reported here. We recognize the limitations of this but we hope that this will begin important conversations about how we should collectively respond to the correctional digital revolution without creating further harm to people within penal institutions. International Seminar on Radicalisation

The General Directorate "Execution of Sentences", Ministry of Justice, Republic of Bulgaria hosted an international seminar in Plovdiv, Bulgaria. The event took place between 5 and 6 June 2019. The theme of the seminar was "Different Approached to Prevent and Counter Radicalisation and Violent Extremism in Prison and Probation Services - Challenges and Perspectives".
This gathering was initiated within the framework of the TRAin TRAINING Project (Transfer of Educational Approaches in Radicalisation), funded by the Justice Programme of the European Union, and applied in collaboration with the Ministry of Justice of Italy and the Judicial Training Institute

Can we Improve the Way we Use Electronic Monitoring?

In collaboration with the Administration Générale Maisons de Justice (Belgian Probation Service FR), the International Corrections and Prisons Association organised a workshop on 18th June 2019 in Brussels to assess the possibility of conducting future projects concerning the research, development and standardization of electronic monitoring technologies.
The aim of this one-day workshop was to ascertain the viability of convening an ICPA Taskforce under 'Strategic Focal Point #1: Reducing Reoffending', which would comprise a number of experts with cross-sector representation from the correctional community to look at how can we better develop, use, and implement Electronic Monitoring instruments.
