Underwriting Update 2023-2024 Renewals

On behalf of the ICRMP Board of Trustees, I wanted to provide some context to this year’s estimated renewal premiums. As with every April meeting, the Board reviewed ICRMP’s current financial position and discussed the program’s estimated future funding needs. Those needs are mainly based on estimates regarding trends in both claim frequency and severity as well as market costs to secure adequate reinsurance backing.

This year ICRMP presented the Award for Excellence in Risk Management to the City of Jerome for their commitment to fostering a culture of collaboration & development & for implementing creative ideas to risk strategies that enhances the goals & purposes of pooling.

The City of Jerome has made a significant commitment to its employees & the value of professionalism by participating in & promoting HR best practices to reduce employment claims. The city has also taken steps to mitigate sewer & wastewater claims by working toward updating their collections & jetting schedules on a more frequent basis & taking advantage of the partnership that ICRMP provides.

Janet Best – the NEW HR Director, City of Post Falls

Here is her story:

I started at the City of Post Falls as the Payroll Coordinator in 2007. I love all things finance & spreadsheet related, so, I felt I had found the job I would hold until retirement. I loved it & loved being able to help out in HR with benefits, orientations & the occasional employee complaint. As I started to enjoy the HR side of things more, I was asked to join the HR team as the City’s Compensation Analyst. My two favorite things; spreadsheets & helping people!

After 2 & a half years in that position, the HR Director told me she would be retiring & thought I would be the best fit to take her place.  After much consideration, here I am!

I think HR is an integral piece of any organization; at first, I thought it was just hiring & firing, but now, I know so much more & see how policies, procedures & the meaning behind them shape the entire organization. It starts in HR & I’m excited to be a part of something so important!
I am always looking for shining examples of Human Resources - if you have an accomplishment you would like to share, or know of someone who has an outstanding achievement in HR – please let me know! I would love to highlight you & all the great things that are going on in HR.

Game Changer

Are your bleachers a liability waiting to happen? Every year there are multiple fatalities & serious injuries involving children & people using bleachers. Bleachers are a common feature for schools, fairgrounds & especially agencies who host competitive sports programs & events. They come in all shapes & configurations, but typically fit into one of four categories according to the Consumer Product Safety Commission (CPSC):
  • permanent/stationary
  • portable/movable
  • telescopic/folding
  • temporary

Each year, thousands of bleacher-related incidents lead to emergency room visits & sadly, sometimes result in fatalities. Many of these incidents involve falls from bleachers onto a surface below.

The following guidelines are based on CPSC recommendations. In addition to these recommendations, it would be wise to consult with experts in local building codes as well as to inspect your bleachers to ensure they meet safety guidelines & are maintained in good condition.

Old wooden bleachers can cause splinters & injuries, but the main concerns involve falling from or through bleacher openings. Here are some steps and a checklist to help you inspect your bleachers.

ISA Annual Conference

ICRMP was pleased to facilitate & sponsor Jack Ryan as the keynote speaker at this year's Idaho Sheriff's Association (ISA) annual conference in May. Jack is a retired police officer & attorney who is well known for providing his expertise relating to risk management for law enforcement agencies nationwide. These services include training, high risk/critical task policy review, policy development, improved supervision, audits, risk assessments & expert witness services.

Jack presented on Use of Force & Liability. He spoke on liability concerns for both jails & patrol. He referenced the importance of reinsurance & how "nuclear judgements" surrounding law enforcement claims are continuing to be a problem for pools such as ours across the United States. Jack fielded questions & spoke of the importance of logic, law & real legal cases as guidance on how to handle different situations with best practices.
