Care Coordination Grants Awarded to IE Providers
Arrowhead Regional Medical Center, St. Mary Medical Center and San Gorgonio Memorial Hospital have all received grants from the ED Bridge Program. One important part of the grant is funding for a full time Substance Use Navigator to connect patients inducted in emergency rooms to Medication Assisted Treatment (MAT) by community providers. 

ED Bridge is part of the State Targeted Response to the Opioid Crisis of the California Department of Health Care Services (DHCS), using federal funding. For more information visit the ED-BRIDGE website .
Legislation: AB 149 fixes flaws, delays start of new Rx pad requirements
Governor Gavin Newsom signed a bill on March 11 to end the confusion caused by flawed implementation of the state’s new prescription pad law. AB 149 delays implementation of the new law until January 1, 2021. See the California Medical Association website for more.
Have you attended an IEOCC Town Hall yet? Third session on April 18th
Kaiser Permanente, Inland Empire Health Plan, San Bernardino County Medical Society / Riverside County Medical Association, Vituity and other IEOCC leading partners have produced two successful town hall gatherings to discuss prescribing guidelines and other strategies to help end the opioid crisis.

The next meeting will be on April 18 in Victorville, at 6pm. If you haven’t attended a town hall yet, please join us to connect and learn.

Funding: New COSN list of “active opportunities”
The California Opioid Safety Network has a new webpage of active funding opportunities related to the opioid crisis. See what funding is available here , and book-mark the page to keep up to date. IEOCC will continue to feature a selection of these opportunities.
Opportunity: MAT Learning Network for Behavioral Health Providers 
In partnership with the California Department of Health Care Services, the Center for Care Innovations (CCI) is launching a new program, Addiction Treatment Starts Here: Behavioral Health. Running from May 2019 - July 2020, the program aims to increase access to MAT in mental health and substance use disorder settings for patients with opioid use disorder. Learn more here .
Resource: CIN Primary Care Toolkit for treating addiction in primary care    
The CIN Toolkit outlines three strategies to guide primary care organizations and teams in the integration of substance use disorder (SUD) treatment services. The toolkit expands care teams’ confidence and capability by providing proven strategies, best practices, and tools that are applicable for all organizations along the integration process.

4 ACTIONS YOU CAN TAKE:
1. Join a workgroup and do your part. This ensures that the IEOCC meets its goals.

2. Spread the word. Forward this newsletter to your staff and peers. Ask them to add you to the distribution list through Joshua Crouch: crouch-J@iehp.org .

3. Recruit colleagues and other organizations to join one of the coalition’s workgroups.

4. Learn from others. Stay connected to 20+ coalitions statewide through the California Opioid Safety Network (COSN) and its own newsletter.
 
2019 IMPROVEMENT GOAL:
IEOCC will ensure that each of the coalition’s workgroups has a specific measurable goal or goals in its area of focus to achieve by December 31, 2019. To help the workgroups meet their goals, the coalition will provide quality improvement coaching, project management support, connection to other coalitions and best-practices resources.

Vision:  To reduce opioid use and opioid related deaths in the Inland Empire.

Mission:  The Inland Empire Opioid Crisis Coalition (IEOCC) creates effective community collaborations between member organizations and individuals who need help with pain management and addictive disorders. The coalition employs the values and techniques of harm reduction and integrated care.

IEOCC will ensure the following changes occur in their communities:

  • Education and engagement with service providers and community members.

  • Safer prescribing practices for opioid medications.

  • Increased use of medication-assisted addiction treatment (MAT), as part of a comprehensive system of integrated behavioral health care.

  • Increased availability and use of the overdose reversal drug Naloxone.
