2023-2024 Specialized Professional Services Compliance Plan

Proposed Amendments to the Ontario Underground Infrastructure Notification System Act
The government is proposing legislative amendments to improve efficiencies in locate delivery, respond to stakeholder concerns, and ensure the efficient and sustainable operation of Ontario One Call, while also limiting cost impacts for underground infrastructure owners and operators. Comments on this proposal can be made until December 22, 2023.

R v. Greater Sudbury - Supreme Court of Canada Ruling
November 10th, the Supreme Court of Canada (SCC) rendered its appeal judgement in the Corporation of the City of Greater Sudbury v. MLITSD case. The MLITSD charged the City as both the constructor and an employer after a pedestrian was tragically killed while attempting to cross a street in the construction zone.

Proposed Changes to Coroners Act
On November 30, 2023, Ontario government introduced proposed legislation, that, if passed, would amend the Coroners Act to allow for faster and more meaningful and relevant recommendations for construction-related death investigations.

New workplace naloxone program training providers announced
The Ministry of Labour, Immigration, Training and Skills Development has expanded workplace access to naloxone training by partnering with six new program providers under the Workplace Naloxone Program.

IWH: Safer work practices, lower injury rates maintained two years after Ontario’s working-at-heights training came into effect: study
In 2019, two years after the Ontario government’s training standard on preventing falls from heights came into full effect, a study found construction workers continued to maintain the safer practices that they had adopted soon after their training in 2017.
Importantly, the study conducted by the Institute for Work & Health (IWH) also found a 19 per cent decline in the rate of injuries caused by the types of falls that were targeted by the training standard. That’s based on a comparison of lost-time injury rates between the three-year period of 2012-2014 and the three-year period of 2017-2019. That decline translated to about 320 fewer injuries due to falls from heights in 2017-2019.

Apply for the Marc Cousineau Student Award
In 2023 the Canadian Registration
Board of Occupational Hygienists (CRBOH) renamed the Student Award the Marc Cousineau Student Award. His work as Ontario’s Provincial Hygienist with the occupational health & safety and policy branch to make regulatory changes, improved the protections for workers across the province of Ontario, among many other notable achievements.
The CRBOH will award one $500 scholarship along with free examination fees to the successful applicant.
