Fighting Delays, Building Faster Act, 2025

The Ontario Government has introduced the Fighting Delays, Building Faster Act, 2025. The government claims that the act, if passed, will protect Ontario’s economy and keep workers on the job by cutting red tape, getting shovels in the ground faster, and supporting the construction of homes, roads, and infrastructure. The proposed legislation also includes measures aimed at reducing gridlock, relieving the backlog at the Landlord and Tenant Board, and promoting increased supply of rental housing.

Included in the technical briefing are proposed changes to verify residency and work eligibility in Canada for commercial driver's license applicants and the addition of mandatory minimum waiting periods for between obtaining Class G and Class A driver's license.

Regulatory proposals

Proposed amendment to the Towing and Storage Safety and Enforcement Act

The Ontario Government is seeking feedback on a proposed change to the Towing and Storage Safety and Enforcement Act, 2021 (TSSEA).

The proposed legislative change would establish that operators are not required to submit their rates for towing or vehicle storage services if a regulation prescribes a maximum amount that may be charged for that service. The proposed change would enable a streamlined process for operators, should the Ministry of Transportation set maximum rates for select towing and vehicle storage services through regulation.

The proposal will remain open for comment until November 22, 2025.

Proposed new standalone Administrative Penalty Regulation under the OHSA

The MLITSD is proposing a new standalone regulation that sets out the key elements of an Administrative Monetary Penalty (AMP) regime under Part IX.1 - Administrative Penalties, under the Occupational Health and Safety Act (OHSA). This proposal is part of Bill 30, the Working for Workers Seven Act, 2025, which has not yet passed into law.

The proposal will remain open for comment until November 7, 2025.

Proposed new defibrillator reimbursement program

The MLITSD is seeking feedback on a potential regulation governing a defibrillator reimbursement program, which would be established under the OHSA if Bill 30, the Working for Workers Seven Act, 2025, becomes law. The proposal would require the WSIB to establish a program to reimburse persons who purchase a defibrillator to comply with an OHSA requirement—such as constructors who will be required as of January 1, 2026, under O. Reg. 213/91, to have an automatic external defibrillator (AED) on their construction project.

The proposal will remain open for comment until November 7, 2025.

Proposed new regulation to recognize CPO-accredited HSMSs as equivalent

The MLITSD is seeking feedback on a proposed new regulation under the OHSA that would require project owners or constructors who require a CPO-accredited HSMS as a part of their procurement/bid process or as a condition of contract for public infrastructure construction projects to accept all CPO-accredited HSMSs as equal.

The proposal will remain open for comment until November 7, 2025.
