Leading Local: Cultural Intelligence Training Series
Monthly Sessions from April – July 2022
About the Cultural Intelligence Training Series
Cultural intelligence (CI) or cultural quotient (CQ) is having the capacity to relate to and work effectively with different groups of people and across cultures. Cultural intelligence goes beyond cultural awareness and political correctness. It articulates the core competencies and skill sets necessary for true diversity, equity and inclusion to exist within your organization. This new virtual training series will examine the various elements of cultural intelligence and how to operationalize it in your local agency and your community.
The series will take place from April through July 2022 with one (1) two-hour session per month. The training is designed for staff and appointed or elected officials at California cities, counties and special districts. All sessions are free to attend, but space is limited and registrations are required.
Sessions topics will include:
- Cultural Intelligence 101 – April
- Developing the Language of CI – Building a Living Glossary – May
- Managing Conflict Through the Lens of Equity – June
- Mastering the Art of Crucial Conversations Using CI - July
The training series is hosted by ILG in partnership with the Impact Foundry.

About the Instructor
Jacques S. Whitfield is a seasoned Human Resources Executive with over 25 years of experience in human resources management and diversity, equity, inclusion and belonging (DEIB). Whitfield is a Principal HR Consultant with CPS HR, where he serves as the DEI Learning and Education Team Lead. Prior to joining CPS HR, Whitfield served a six-year tenure as the Chief Human Resources Officer and Chief Compliance Officer for the Yuba Community College District where he was responsible for management and oversight of the HR operations for the district and is credited with revitalizing and streamlining the program. Whitfield is a subject matter expert in performance management, employee engagement, diversity, equity and inclusion and state and federal EEO compliance matters. Whitfield is also a subject matter expert in transformational leadership development. He is highly accomplished in successfully working with others to develop professional skills and improve employee effectiveness through training and development.

ILG Launches New Digital Planning Commissioner Handbook
ILG is excited to announce the release of our updated Planning Commissioners Handbook. As local governments across the state are facing increased pressure to plan for growing populations, increase their housing supply, and create more sustainable communities, this handbook is designed to help support planning commissioners, their staff, and other officials interested in land use and planning.
This update is intended to help local officials understand the planning process and provide a snapshot of planning challenges they may experience in the future. The handbook describes the major terms, plans and policies that make up the framework of local planning, as well as typical stakeholders in the process and the basics of reviewing applications for development.

Regional Planning Commissioner Trainings
April 2022 – Spring 2023
FREE
ILG will host regional training sessions for planning commissioners using content from the updated handbook. These interactive sessions will take place in person at various locations throughout the state and will cover topics such as the role of a planning commission, how to work effectively with staff and the governing board, effective community engagement, CEQA basics, required planning documents, and local and regional planning challenges and opportunities. Each session will give participants the opportunity to engage with experts in the field and fellow planning commissioners to hear best practices, emerging trends, and lessons learned. All sessions are FREE but space is limited and registration is required.

ILG Participates in California 100
Launch Event: “Scenarios for California’s Infrastructure Future”
ILG was a proud participant in California 100’s recent launch event, which framed four possible scenarios for California’s infrastructure future. The hybrid event was held on March 30, and included research partners, policymakers, industry leaders and more to unveil the first set of futures reports projecting a possible path for California’s next 100 years. The four reports covered:
- The Future of Advanced Technology and Basic Research
- The Future of Energy, Environment and Natural Resources
- The Future of Housing and Community Development
- The Future of Transportation and Urban Planning
The launch signaled the beginning of a comprehensive strategy to explore California’s immense potential in the next century. ILG’s CEO & Executive Director Erica L. Manuel participated in the panel discussion along with research partners representing UCLA, UC Berkeley, Stanford, and more.
