With Election Day almost here, I know you all have been busy with campaigning or preparing for changes to come to your local agency. At ILG, we look forward to supporting you through this season—upcoming workshops include leadership training for newly elected officials and a webinar on building support for ballot measures.
October brought inspiring experiences and uplifting connections as we attended the Cal Cities Annual Conference and Expo, the California Economic Summit, and the launch of BOOST Imperial Valley. We also hosted the IDEA Summit, which explored ways to improve diversity, equity, and access to public sector careers.
This month we are excited to celebrate National Apprenticeship Week as a newly designated federal Apprenticeship Ambassador! This recognition by the US Department of Labor is deeply meaningful to me, as it honors ILG’s robust commitment to local government workforce development. Please keep an eye out in the days to come about our upcoming webinar on registered apprenticeships and our special new pilot program for cities, counties and special districts..
November is also, of course, a time for giving thanks. We extend our heartfelt gratitude to you, the local leaders across this great state who are serving your communities and making them better with your daily actions.

ILG Welcomes New Board Member!
Vice President of Contra Costa Water District Board of Directors joins ILG's Leadership Team
We’re thrilled to welcome Mr. Antonio Martinez to the ILG Board of Directors! Antonio is a member of the Association of California Water Agencies (ACWA), and Contra Costa Special Districts Association (CCSDA). He works to create partnerships with Baywork, Civicorps, Cypress Mandela Training Center, local community colleges, and trade Unions to help young adults develop skills and find meaningful work in the water and wastewater industry. He also had a 32-year career at the East Bay Municipal Utility District, where he worked on and led various water projects. He had 25 years of labor activism negotiating contracts, defending worker rights, and fighting for working families. While working, he attended community college and eventually transferred to the University of San Francisco where he received a Bachelor of Science degree in Organizational Behavior and Leadership. Welcome, Antonio!

This is the culmination of years of hard work led by ILG's Executive Director Erica Manuel. California Cities Honored for Innovative Programs and Partnerships to Boost Climate Resilience | |
As California experiences increasing wildfires, flooding, extreme heat events and other impacts of climate change, local governments across the state are taking decisive action to build their communities’ climate resilience and preparedness. At the League of California Cities Annual Conference and Expo last month, ILG presented our prestigious Beacon Vanguard Award to four California cities, honoring their comprehensive approaches to adopting policies and programs that foster sustainability and go beyond the state’s aggressive climate goals. This year’s Beacon Vanguard winners include:

What is a Registered Apprenticeship and Can It Work in Your Agency?

There is a lot of momentum around Registered Apprenticeships in the public sector, but it isn’t always clear how they work and whether they are a viable long-term solution for local governments. In this webinar, attendees will learn how non-traditional registered apprenticeships can help local governments hire for positions that are in high demand and notoriously difficult to fill.
The presentation will provide an overview of what a non-traditional apprenticeship is, how it works, and how this earn-and-learn model can help local government employers build a skilled and diverse workforce pipeline. Attendees will hear directly from local governments that are already successfully implementing these programs and get a first look at ILG’s new exclusive pilot program for cities, counties, and special districts to test out registered apprenticeships in hard-to-fill roles.

Building Support for Ballot Measures: Best Practices and Lessons Learned from the 2024 Election

Ballot measures can be valuable tools to enact or enable positive change, but their success is dependent on the community’s trust, support, and participation. In this webinar, we will look at local ballot measures that passed (and didn’t) in the November 2024 election—what can we learn about effective messaging, educational outreach, and building community trust?
Panelists will share best practices and innovative approaches for surveying communities, rallying resident support, and navigating the legal and political landscape of ballot measures. Powering Public Service
ILG’s Erica Manuel joined a national cohort of public sector workforce champions as part of the “Powering Public Service” initiative spearheaded by Work for America, the National Association of Counties, the National League of Cities, and the National Governor’s Association. The initiative is bringing together leaders across sectors to develop a unified strategy for addressing state and local government workforce challenges with the goal to create a shared vision for confronting these challenges and to identifying ways we can collectively maximize our impact. This work aligns with ILG’s Workforce Development and Civics Education pillar.

ILG Kicks Off BOOST Imperial Valley
ILG’s Erica Manuel, Karalee Browne, and Melissa Kuehne kicked off the month in the Imperial Valley at an Imperial Valley Civic Ecosystem convening. This convening brought together the local governments in the region, the Governor’s Office, the Strategic Growth Council, the California Energy Commission and other state and community partners to discuss regional needs, challenges, and opportunities. This marks the beginning of ILG's BOOST Imperial Valley Project where we will be providing technical assistance, capacity building and training to all of the cities in Imperial County.

Climate Change Is Killing Buildings In Slow Motion

Climate change is causing problems for buildings constructed under once-typical conditions: heat waves are degrading roofs and straining HVAC systems, temperature swings are warping asphalt shingles, and transportation authorities are noting more potholes and road degradation. Investments into building retrofits and clean energy technologies may help mitigate these problems, but they’re just a start.

MMANC Takes UpNext Statewide for 2025
UpNext by MMANC is a leadership community designed for municipal leaders in leadership roles like Assistant City Manager, Deputy City Manager, Director, Deputy Director, and Assistant to the City Manager. Liebert Cassidy Whitmore is excited to announce a pivotal leadership transition as Melanie L. The Shifting Landscape of Water Rate Setting – Proposition 218 Compliance After Coziahr
California courts have made clear that, at the very least, increased scrutiny on the evidence supporting tiered water rates in California will become the norm. Evidence supporting water rates in the past may not be adequate to justify rates in the future. BBK is hosting a webinar that will focus on the immediate impacts of Coziahr and trends in rate setting, the implications of AB 1827, and strategies on how to adjust, evolve, and think outside of the box when developing new cost of service analyses and rate studies.

Many procedures and rules create a standard and often more equitable way of doing things across departments. They also help establish a measure of accountability. Community Career Resource Fair – hosted by UC Davis, City of Sacramento, Pivot Sacramento, and SETA
On Thursday, November 14th, UC Davis, the City of Sacramento, and SETA/Sacramento Works will host workshops, tables, and information sessions on the types of career positions available from UC Davis and other local employers. This is an opportunity to learn about the application, training, and interview process for large employers such as UC Davis and the City of Sacramento. Other community resource agencies will also be attending to connect residents with training and career opportunities.

Community Career Resource Fair – hosted by UC Davis, City of Sacramento, Pivot Sacramento, and SETA
On Thursday, November 14th, UC Davis, the City of Sacramento, and SETA/Sacramento Works will host workshops, tables, and information sessions on the types of career positions available from UC Davis and other local employers. This is an opportunity to learn about the application, training, and interview process for large employers such as UC Davis and the City of Sacramento. Other community resource agencies will also be attending to connect residents with training and career opportunities.
