Dear County Behavioral Health Agency Directors and Crisis Leadership Representatives, 



The Medi-Cal Mobile Crisis Training and Technical Assistance Center (M-TAC) is sending this communication to provide an overview of the requirements that must be met prior to implementing the new Medi-Cal Mobile Crisis Service Benefit. 


This announcement includes a summary of the training and technical assistance opportunities (TTA) available to counties through M-TAC. These services are provided by the Center for Applied Research Solutions (CARS) in its capacity as a contractor for the California Department of Health Care Services (DHCS). 


This communication contains critical information for all counties and should be thoroughly reviewed

This communication outlines:

 

  • How to access trainings for mobile crisis team members and mobile crisis services leadership; 


  • What tools will be developed to support mobile crisis team operations;


  • Information about the Mobile Crisis Implementation Plan Template;


  • How to access overall technical assistance and “Office Hours” sessions;  


  • Where to access information about the project on an ongoing basis; and



  • A visual – Medi-Cal Mobile Crisis Implementation and Support Roadmap.

All training, tools, and technical assistance will align with the DHCS Behavioral Health Information Notice (BHIN) No: 23-025 – Medi-Cal Mobile Crisis Services Benefit Implementation. We encourage you to review this BHIN which was published the week of 6/12/23 and supersedes prior guidance from BHIN 22-064. Training

Mobile Crisis Team Member Trainings 


All mobile crisis team members and service providers are required to complete certain trainings prior to receiving approval to implement the new benefit. Please review the updated list of required trainings, which also includes a list of recommended trainings.  


As described in the BHIN, trainings will be delivered through live virtual sessions and as pre-recorded sessions. Mobile crisis team members and supervisors can participate in live virtual trainings or take asynchronous virtual trainings. The recorded trainings allow mobile crisis team members to take trainings that fit with their schedules and provide a vital training resource for new mobile crisis staff. 


Additional trainings are being offered to support the development of specialized competencies in mobile crisis response. While not required, these trainings are highly recommended. 

  

The trainings released so far can be accessed at camobilecrisis.org. M-TAC continues to develop the remaining trainings and will be making these available in an expedited fashion starting in July and continuing through the middle of November. Please continue to visit the M-TAC website to see a calendar of upcoming trainings.

Where possible, we encourage mobile crisis team members to take the core trainings in the recommended order outlined on the M-TAC website to support learning that builds on prior information.  

County Crisis Leadership Trainings


Various trainings related to mobile crisis leadership and benefit implementation are being developed for county/behavioral health supervisors, administrators, and policymakers. Trainings intended for leaders will have this audience clearly indicated on the project website.  Please check the website regularly to see the lineup. 

Coaching and Support


M-TAC offers ongoing coaching and thought partnership for counties by request. For example, M-TAC can help counties complete their Implementation Plans; offer consultation on creating and expanding relationships with key community partners; and provide strategies for engaging with priority populations. M-TAC can also connect counties with additional consultants and subject matter experts. Click here to access the TA request form for coaching and support!  

Mobile Crisis Team Tools

M-TAC is developing standardized tools that counties can opt to use, including: 



  • Crisis assessment tool 
  • Crisis safety planning tool  
  • Crisis dispatch tool 


These tools will be covered in applicable trainings and will be uploaded to the M-TAC website. We encourage counties who currently utilize any of the above tools to please share it with us at [email protected] so that we are considering what tools are already available throughout the state.   


Note: Counties and behavioral health agencies may also develop their own standardized tool subject to DHCS approval.   

Medi-Cal Mobile Crisis Implementation Plan  

All counties must complete a Medi-Cal Mobile Crisis Implementation Plan. The template for this required plan will be released soon. Counties will receive an email notification when the template is available.   


Counties that currently meet the minimum program requirements outlined in the Attestation Letter may use the expedited implementation process. To do this, counties must: 


  • Complete, sign, and submit the Attestation Letter to [email protected]. 
  • Upon DHCS approval of the Attestation Letter, counties will be asked to submit an Implementation Plan within 30 days of approval. 


Counties who do not plan to utilize the expedited implementation process will follow the standard implementation process and are encouraged to begin working on their Implementation Plan as soon as possible. Support for completing the plan can be requested through the M-TAC TA request form


Regardless of which pathway a county chooses, they must submit a written Mobile Crisis Implementation Plan (described in section VIII(c)) of BHIN 23-025) to DHCS outlining its mobile crisis services policies and procedures and they must receive written approval by DHCS prior to delivering mobile crisis services for Medi-Cal reimbursement. 


As stipulated in the BHIN, all Implementation Plans must be completed by October 31, 2023 for any behavioral health delivery system that is required to implement mobile crisis services by December 31, 2023, with the exception of the following counties, who must begin implementing by June 30, 2024: Alpine, Amador, Colusa, Del Norte, Glenn, Inyo, Mariposa, Modoc, Mono, Plumas, Sierra, and Trinity. 

Office Hours

“Office Hours” for counties will be available each month starting on July 13 at 11:00 am. We hope this will be a space for questions, peer connection, and learning. Sign up for our announcements to make sure you get the registration information.


These office hours will be held monthly on the first Thursday of the month at 11:00 am (adjusted this month to account for the midweek holiday on July 4th).
