New beginnings at the 2022 IMSA Forum and Expo
Nearly 700 Public Safety professionals and vendors descended on Orlando, Florida July 24-27 for the 2022 IMSA Forum & Expo. The “Let’s Get Back to It in 2022” theme was realized as the event saw an increase from the previous year in attendance, exhibitors and the number of certification tests administered.

Attendees celebrated the past year’s accomplishments while looking toward the future. Highlights included the Opening Ceremony with speaker Derrick Tennant sharing how to turn obstacles into opportunities and the Closing Breakfast featuring the swearing in of the 2022-23 Board of Directors and recognition of IMSA’s volunteers. Among the 2022-23 Board of Directors are Kevin Musick, John Tyson Evatz, Michael C. Licalzi, Stephen D. May, David R. Edwards, Craig MacKenzie, and Guy T. Petinga. II. We also bid farewell to those we lost during the last year.

Education is the primary focus of the Forum and this year’s event featured 24 technical sessions and 10 certification courses, which resulted in 100 tests administered. The newly-launched Leadership Development Track included sessions on section governance best practices, finance and record keeping, course outlines for moderators as well as volunteer, marketing and membership resources available to sections. One of the most popular sessions, IMSA Next, discussed the future of the association’s certifications.

NCUTCD members:
FHWA has made a pre-announcement for the publication of a final rule on pavement marking minimum retroreflectivity. The pre-announcement is available at https://www.federalregister.gov/public-inspection/2022-16781/national-standards-for-traffic-control-devices-manual-on-uniform-traffic-control-devices-for-streets. The final rule will be published in the Federal Register on Friday, August 5, 2022. You should be able to access the final rule at https://www.regulations.gov/ using docket number FHWA-2009-0139.

For those that have not been involved with the NCUTCD or the MUTCD for as many years as I have, here is a brief history related to this rulemaking:
  • The 1993 DOT Appropriations Act directed the Secretary to include a standard for minimum retroreflectivity for signs and pavement markings.
  • Minimum retroreflectivity for signs was added to the MUTCD as Revision 2 of the 2003 MUTCD. The final rule was published on December 21, 2007.
  • The NPA for minimum marking retroreflectivity was published in the Federal Register on April 22, 2010.
  • The SNPA for minimum marking retroreflectivity was published in the Federal Register on January 4, 2017.
  • The Final Rule for minimum marking retroreflectivity will be published in the Federal Register on August 5, 2022.

We expect the FHWA MUTCD website to be updated soon with this information as Revision 3 to the 2009 Edition.
