Slip Rates Update


When the County operated the Harbor, it did not perform minor or routine slip rate increases, maintaining rates at an artificially low rate for many years. The Supervisor, the Chief Real Estate Officer for the County (CEO-RE), and the Dana Point Harbor Partners worked for months to come to an agreement on a proposed 5-year plan for rates instead of annual rate changes, so boaters could plan their futures more effectively.


Our office's understanding was that the Marina would brief our Dana Point Harbor Oversight Committee about the 5-year plan and then notify the boaters after hearing feedback from the Oversight Committee. Despite that understanding, notice was sent out by the Marina this week to boat slip holders that a slip rate increase would go into effect June 1, 2024. Increases are more modest for our smaller boat owners and overall, less drastic than previous slip increases implemented before Supervisor Foley began representing the Harbor.


We're disappointed to see that our plan for increased transparency and longer-term communication was not followed by the Marina; however, they did follow the terms of the contract regarding supportive documentation to CEO-RE team in advance of the public notice. That said, CEO-RE sent a letter to the Marina to clarify the County's perspective, increase communication, and ensure future coordination of announcements adhere to our office's standards for transparency and openness.


The Marina will present the draft 5-year plan to our Oversight Advisory Committee on Wednesday, May 1st. We will provide a report on the meeting in next week's newsletter.
