Lynn Rasco- 2026 MCA Hall of Fame Inductee

A Legacy of Leadership, Integrity, and Service

During its recent Hall of Fame Banquet, the Mississippi Concrete Association proudly honored Lynn Rasco as its 2026 Hall of Fame Inductee, recognizing a remarkable career that spans more than four decades of dedication, leadership, and commitment to excellence in the cement and concrete industry.


Lynn’s career in the cement industry began while he was still in college, working summers at Citadel Cement starting in 1974. He joined the company full-time in 1978, and as the business evolved through a series of acquisitions—General Portland, Lafarge, Medusa, Southdown, and ultimately Cemex—Lynn often joked that he had worked for six companies but never left his chair.


Throughout his distinguished career, Lynn held a variety of leadership roles including assistant terminal manager, terminal manager, logistics and customer service, territory sales, and ultimately Regional Vice President of Cement Sales for Cemex—a position he held until his retirement in 2020.


Lynn’s colleagues describe him as a servant leader and someone who consistently placed the success of others before his own. His humility, mentorship, and unwavering support for his teams helped shape a culture of excellence wherever he served.


Lynn’s influence extended well beyond his professional responsibilities. He served as President of both the Mississippi Concrete Association and the Alabama Concrete Industry Association.   He also contributed his time and insight to several industry boards, including the Masonry Concrete Association, the Southeast Cement Promotions Association, and the Fellowship of Christian Athletes of Alabama.

In retirement, Lynn enjoys returning to his athletic roots through golf and treasures time spent with his family. He and his wife, Kathy, have been married for 48 years and are the proud parents of two children and five grandchildren. Lynn and Kathy are active members of Church of the Highlands in Birmingham, where faith continues to guide their lives.



Rodney Grogan with MMC Materials introduced Lynn with a moving tribute to how Lynn has meant so much to so many and made a positive impact on all that he met. During Lynn’s acceptance speech, the guests heard what a true humble servant leader sounds like as he shared stories of his rise to the senior leadership and how he viewed what his real role was with those that work with him. His story represents more than professional achievement—it reflects a life dedicated to faith, family, and service. His leadership, integrity, and genuine care for others have left an indelible mark on the cement and concrete industry and those who have the privilege to know him.

Mississippi Concrete Association Honors Ben Tharp with 2026 Extraordinary Member Award

The Mississippi Concrete Association presented Ben Tharp with the prestigious 2026 Extraordinary Member Award at its recent Hall of Fame Banquet. This honor recognizes Tharp's outstanding contributions to the concrete industry, his unwavering dedication to excellence, and his leadership across multiple state associations.


MCA President Bobby Dowdy praised Tharp: "Ben exemplifies the extraordinary dedication that strengthens our industry. His technical knowledge, business acumen, and service to our associations make him a true standout."


With over 15 years in the concrete sector, Ben Tharp has established himself as a leader within the concrete industry not just in Mississippi but also all over the Southeast. His professional journey includes:

  • 10 years as Quality Control Manager and Sales Representative for MMC Materials, serving the Jackson and Hattiesburg areas. In these roles, Tharp ensured top-tier quality standards while driving sales growth.
  • 6 years as Technical Sales Manager for ABC Polymers-FiberForce, covering Mississippi, Louisiana, Alabama, and Arkansas. He has been instrumental in promoting advanced fiber reinforcement solutions.
  • Founder of Warrior Concrete Products in 2023, where he has expanded access to innovative concrete products in the region.


Tharp's commitment extends beyond his regular work responsibilities. He is an active member of the Mississippi Concrete Association, Arkansas Ready-Mix Concrete Association, and the Louisiana Concrete Association.



Originally from Southwest Mississippi, Tharp graduated from The University of Southern Mississippi in 2005 with a Bachelor’s Degree in Construction Engineering Technology. A dedicated family man, he is married with two children and resides in Sumrall, MS.


MCA staff and membership thank Ben for the impact he has made over the last year, making him an easy choice for the Extraordinary Member Award. We all look forward to working with Ben moving forward in furthering our industry.

MCA Elects New Board of Directors

MCA convened its Winter Board of Directors (BOD) Meeting and Membership Meeting on February 5, 2026. This gathering of the leadership featured critical updates, financial reviews, committee reports, and votes shaping the association's future. During these meetings, a new president was named, new directors were elected to the Board, and a new slate of officers were voted in as well (see list below).


The membership thanked Bobby Dowdy with MMC Materials for serving as the 2025 MCA President and doing an excellent job during his tenure. The MCA staff really appreciates Bobby’s leadership and patience as we have migrated through some changes.


MCA also welcomes Benoit Cotnoir with Amrize for accepting the role as the 2026 MCA President. We all look forward to working with Benoit as he guides us through what will be a very successful year for our industry and the association.

MCA BOD Votes in Seven New Members

The Mississippi Concrete Association (MCA) is thrilled to announce the approval of seven new member companies. This expansion underscores MCA's commitment to fostering excellence and collaboration within Mississippi's concrete industry.

MCA Members Selected to Serve on NRMCA BOD Executive Committee

Victor McMillan, President of B & B Concrete Co. Inc. and Concrete Industries Inc., was recently elected to serve on the Executive Committee of the Board of Directors of the National Ready-Mixed Concrete Association (NRMCA) at the NRMCA 2026 Annual Convention recently held in Las Vegas, Nevada. 

 

Also elected to serve on the NRMCA Executive Committee was Andrew Lester, MMC Materials Vice President & Area Manager of the Central Mississippi Area. Andrew has also been selected to serve as the NRMCA Promotions Committee Chairman.

 

Victor and Andrew join a very select group of MCA leaders that have served on a national level. As we saw during Victor and Andrew’s times as president of the Mississippi Concrete Association, they will definitely make an impact and will do a great job representing their respective companies and Mississippi.

Quad-State Meeting Information

Certification Program Off to a Strong Start

MCA’s 2026 concrete training program is off to a strong start, with two successful classes already completed this year. In February, 35 students participated in the ACI Aggregate Technician class, followed by 61 students in the ACI Field Testing course earlier this month. It is great to see all these companies invest in their employees!

A special thank you to our instructors and industry volunteers who served as proctors during performance testing, as well as to MMC Materials, Inc., for generously donating the concrete used in these classes. 


We have a large class registered for the April 14th-15th Field Testing Technician Course in Tupelo. We will need more proctors than we have had historically. If you can proctor, please contact lhowell@mississippiconcrete.com.

ACI Mid-South Chapter Hosted Its Annual Concrete Symposium

Many are not aware that the MCA and the ACI Mid-South Chapter are intertwined. Not only are both organizations pro-concrete, but the MCA staff handles all the Chapter’s business needs as well as coordinating its training events. In February, the Annual ACI Mid-South Chapter Concrete Symposium was held and over 40 engineers, architects, and industry experts attended. The presentations provided continuing education units/ professional development hours for the attendees. Topics discussed included:
