Handgun Freeze is Useless, says
Privy Council Report
Nobody – not even Justin Trudeau’s Privy Council – believes his “handgun freeze” can reduce violent crime.
Everyone, gun owner and gun hater alike, wants to keep guns out of the hands of violent criminals, but many are “skeptical as to whether a national freeze on the buying and selling of handguns would be effective,” the Privy Council Report says.[i]
“I don’t know exactly what impact it will have,” said Talal Dakalbab, Assistant Deputy Minister of Public Safety, in his testimony before committee.[ii]
The Privy Council report specifically noted that the federal government’s “freeze on the buying and selling of handguns [is] overly punitive towards law-abiding firearms users.”[iii]
The report also noted “the majority of handgun-related crimes were caused by those who had obtained their firearms illegally” so banning legal owners from buying/selling handguns won’t reduce violent crime with guns.
A Distressing Note
Nationwide, firearm-owning participants were informed that the government had imposed a temporary import ban on restricted handguns in August 2022 and that individuals and businesses could no longer import handguns.
“While a few expected this would negatively impact their ability to partake in sport shooting or collecting antique firearms, most in the group felt this action to be reasonable and did not expect this measure to impact them personally.”
Therein lies our greatest challenge as a community.
Our attitude should be:
“An attack on one of us is an attack on all of us.”
Instead, the attitude of many gun owners is:
“It’s not MY guns they’re after, so why should I care?”
No matter what kind of firearms you love, you should care because they’re coming for your guns too. Maybe not today. Maybe not tomorrow. But once all the black rifles and handguns are gone, all that’s left is hunting rifles and shotguns.
If you believe “they” will never seize and destroy your guns, you’re not paying attention. Worse, you probably haven’t been paying attention for a very long time.
“Gun control” advocates will never be satisfied until ALL guns are removed from Canadians.
Heidi Rathjen was crystal clear about this way back in 1995.
“ We have an agenda and our task will be completed when all firearms have been prohibited, but as you can see, our position has been consistent over these five years and will not change,” Rathjen told the committee on Bill C-68.[iv]
That we, as a community, refuse to face this fundamental objective almost 30 years later does not bode well for our longstanding culture of safety, our proud hunting heritage, our shooting sports, or our way of life.
“We must, indeed, all hang together or, most assuredly, we shall all hang separately,” Benjamin Franklin wisely noted over 220 years ago.
An attack on one gun is an attack on all guns.
An attack on one gun owner is an attack on all gun owners.
It is to our community’s eternal shame that we steadfastly refuse to face this.

Atlantic Canada
- Gun crime urban centres such as Halifax and St. John’s is a major issue.
- Impression is firearm-related crimes increased.
- Hearing about firearms-related crime on an almost daily basis.
- Federal freeze on the buying and selling of handguns is overly punitive towards law-abiding firearms users.
- The majority of handgun-related crimes were caused by those who had obtained their firearms illegally and, as such, this action would do little to address the issue.
Quebec Anglophones, Greater Toronto Area
- Most reacted positively to the implementation of a national freeze on handguns.
- Participants speculated the handgun freeze was the first step toward a permanent ban on handgun ownership in Canada.
- Regulation alone would likely not work because if a person is committed to obtaining a firearm for criminal use, they’ll be able to, no matter how strict the laws are.
Greater Vancouver Area[v]
- Handgun freeze would have little to no effect on firearms related crimes because criminals are not deterred by new regulations.
- Concern this might lead to the growth of an unregulated and illegal market for handguns and further exacerbate the prevalence of drug and gang violence.
- When asked whether a handgun freeze or a handgun ban would be appropriate, these participants said neither, because they won’t address drug- and gang-related violence.
Northwest Territories
- Felt a handgun freeze or ban would not have a significant impact on their communities because ownership of handguns in the North was rare.

When the old Bill C-68 was being introduced, I was involved through our old office to put forward proposals for this new Bill. After many meeting, our proposals where forwarded to Ottawa to be considered.
After many further meetings to clarify our proposals, it was apparent that they were considered but not what the Liberal Government wanted.
The then-Liberal Government was so entrenched with the anti-gun groups, our proposals where a waste of time.
The consultations with all other groups mattered not.
Be Careful What You Say and what is Proposed, they don't and will not proceed in good faith.

Subject: What is the goal?
There is much talk about the disease but not about the reason it exists. The measures so carefully crafted by this Government are unjustified even through Statistics Canada’s own web page. The stats do not equal any of the propaganda being spewed forth from the forked tongue that is the deceptive and corrupt actions of this Liberal Government. As an ex-military member who served my country with pride and is now living with permanent impairment due to service-related injury while on tour, I find this attack on Democracy a hard pill to swallow.
This is happening all over, not just here. My question is why? These are not stupid people, perhaps zombiefied but not stupid. So what is going on?
I would ask the right honourable Justin Trudeau to prove in a public non agenda-driven media conference to produce a comprehensive argument with evidence-driven statistics that RCMP background checked PAL holders are a reason to be concerned about public safety. Oh and monkeys might fly out of my rear!
I enjoy using my legally obtained property and am respectful of others who have their opinions on matters. That is what a Democracy is about. When others force to have their fact-less opinions/agendas thrust upon me and others of like mind who have done nothing to be treated as second class citizens (I would have used criminals but they are better off than us) due to a hobby, that’s when I have to ask why and take a stance. By the way, a hobby that generates a LOT of revenue in tax, just sayin. After firearms what's next, our pensions, our savings, our houses? Let there be a shimmer of hope and sensibility through this cloud cover. This is not the Canada I made an oath to serve and defend. I want my home of the free back.

A federal bill to ban new sales of handguns in Canada raises questions of “cost to the taxpayer and impact on property rights,” Alberta Chief Firearms Officer Teri Bryant told the Commons public safety committee. Bryant called Bill C-21 a waste of money that could be spent fighting crime.
“Bill C-21 continues to undermine confidence in our firearms control system while contributing nothing to reducing the violent misuse of firearms,” testified Bryant. “Bill C-21 is based on a fundamentally flawed premise. Prohibiting specific types of firearms is not an effective way of improving public safety.”
“It will waste millions of taxpayer dollars that could have been used on more effective approaches such as enforcement of firearms prohibition orders, reinforcing the border or combatting the drug trade and gang activity,” said Bryant.
Bill C-21 An Act To Amend Certain Acts codifies cabinet orders issued in 2021 that banned legal handgun imports and new domestic sales and transfers. Some 1.1 million legally registered handguns are owned by 276,000 Canadians, by Department of Public Safety estimate.
“They are the allies, not the enemies, of public safety,” testified Bryant. “I urge you to recommend the withdrawal of Bill C-21 in its entirety.”
“The goal of this bill is demonstratively not about public safety but an attempt to destroy long established communities of law-abiding firearms owners across the country by targeting their property,” said Bryant, adding: “What’s important is not what kind of a gun someone has. It’s whether they are allowed to have a gun at all.”
Cabinet prompted a public outcry last November 24 when it proposed sweeping amendments to Bill C-21 to further ban any “rifle or shotgun that is capable of discharging centre fire ammunition in a semi-automatic manner.” The amendments were withdrawn after Conservative, New Democrat and Bloc Québécois MPs blocked the bill’s passage in committee.
“It is not our intention to impact those who are hunting and using firearms for hunting and we acknowledge and regret the consultations we undertook were not sufficient and that there were gaps and problems in the amendments,” Government House Leader Mark Holland told reporters February 3. “That’s why we retracted them.”
“Nobody is going after hunters,” said Holland. “Nobody wants to see hunting end in this country. Where that position, which is an immovable object, comes up against our concern about keeping our communities safe. is the line we draw between those two worlds and that is not an easy line to draw. But we are committed to not affecting hunting.”

NEW OPTIONS
Firearm Legal Defence has also introduced some new options that can be added to your policy at renewal. Many of our clients have been asking for these and we've heard you!
Firearm Legal Defence Plus ($195/year total)
Increase your per-claim limited to $1,000,000.
Family Coverage (+$40/year)
Extend your coverage to your spouse and all dependent children living at home under the age of 25 (all participating family members must have their PAL). This is not a per-person amount! $40 covers everyone.
NEW COVERAGES
Personal Injury
If you're injured by someone else using a firearm or bow, we'll provide you access to a lawyer and cover legal costs.
Extension to Bows
Your coverage now extends to bows, including crossbows, recurve, compound and longbows.
You are not required to disclose any information about firearms in your possession.
Firearm Legal Defence insurance covers:
- Defence from prosecution should you be charged with an offence arising out of the use, storage, display, transportation or handling of a firearm;
- Cases where a firearm is used in self-defence, the defence of a person under your protection or the defence of your property;
- Appealing an event where a licensing, regulatory or judicial authority refuses to renew, suspends, revokes, cancels or alters the terms of your firearms licence. Note that this provision does not apply to new licence applications.
Firearm Legal Defence pays for:
- The cost of retaining a lawyer or other appointed representative, including court fees, experts; fees, police reports and medical reports;
- Costs awarded by the court to opponents in civil cases if the insured person has been ordered to pay them, or pays them with the agreement of the insurance company;
- Lost salary or wages for the time the insured is off work to attend court or any other hearing at the request of the appointed representative, up to a maximum of $500 per day and $10,000 in total.
