FCC Releases Tentative Agenda for April 30 Open Meeting

The FCC issued a tentative agenda for its April 30 open meeting, where it will consider:

  • Combatting Robocalls Through Enhanced Know-Your-Customer Requirements – A Further Notice of Proposed Rulemaking to enhance existing Know-Your-Customer (KYC) requirements by seeking comment on the information originating providers must obtain from customers before they make calls, how providers should verify that information, and proposing to better set penalties for violations of these requirements proportionate to harm. The FCC says this would fill gaps between general KYC requirements and the types of rigorous steps necessary to protect consumers from illegal calls.
  • Establishing a New E-Rate Competitive Bidding Portal – A report and order and order on reconsideration that would establish a competitive bidding portal and adopt several proposals aimed at streamlining and simplifying E-Rate Program procedures.
  • Ensuring Integrity and Security in Electronic Device Testing – A second report and order, order on reconsideration, and second FNPRM aimed at strengthening national security and reciprocity through the equipment authorization program. The item would incentivize U.S. and allied testing and certification by creating a fast‑track review process for applications tested in trusted test labs, direct updates to post‑market surveillance procedures, bolster enforcement tools, and establish confidential channels for industry to report potential violations or national security concerns.
  • Protecting Against National Security Threats in Domestic Telecommunications Service – An NPRM proposing to exclude entities identified on the covered list from providing domestic interstate telecommunications services pursuant to blanket authority under Section 214, and seeks comment on other potential exclusions from blanket authority under Section 214 and other related measures.
  • Modernizing Spectrum Sharing for Satellite Broadband – A report and order that would promote efficient spectrum sharing between geostationary and nongeostationary satellite systems and update the framework for how these satellite systems share spectrum.
  • Amending the Audible Crawl Rule – A third FNPRM to amend the audible crawl rule and eliminate a technically unworkable provision while ensuring people who are visually impaired continue receiving the critical emergency information they need.

FCC Releases 2025 Annual Performance Report

The FCC released its 2025 annual performance report, which provides information about the FCC’s activities over the course of FY 2025. The strategic goals included:

  • Accelerating high-speed internet builds
  • Promoting national security and public safety
    Protecting consumers and promoting free speech
  • Enhancing efficiency, accountability and reducing waste

Report Outlines Status of Numbering Resource Utilization

The Industry Analysis Division of the FCC's Office of Economics and Analytics released a report on the status of numbering resource utilization in the United States as of December 31, 2024. The information was acquired from telecommunications carriers and interconnected VoIP providers holding numbering resources and was analyzed as part of the FCC’s ongoing assessment of the efficacy of NRO measures.

Bipartisan Robocall Bill Introduced

Reps. Chris Pappas (D-NH) and Don Bacon (R-NE) introduced the Veterans Benefits Information Protection Act. The bill would combat predatory practices used by unaccredited claims representatives, or claim sharks, to spam government lines with autodialers to collect information about veterans’ benefits.
