This annual event is an invaluable opportunity to showcase and discuss the most important issues facing the industry. The program will feature keynote speakers from Congress, as well as officials from the White House, FCC, Department of Commerce’s NTIA, and other administrative agencies. In addition, there will be topical panels and presentations with senior industry executives and public policy leaders.

FCC Retains Industry Traceback Group for Robocall Consortium

The FCC issued an order in which it selected the incumbent, the Industry Traceback Group established by USTelecom – The Broadband Association, to continue as the registered consortium for private-led traceback efforts.


The TRACED Act requires the FCC to issue rules regarding “the registration of a single consortium that conducts private-led efforts to trace back the origin of suspected unlawful robocalls.”

NANC Announces New Members and Meeting Date

The FCC issued a public notice announcing membership of the rechartered North American Numbering Council and the date of its first meeting. Karen Charles of the Massachusetts Department of Telecommunications was appointed chairwoman and Bridget Alexander White of JSI as vice chairwoman. The full list of appointees includes INCOMPAS members Bandwidth, Sinch and Telnyx which, like INCOMPAS, were reappointed to the Council.


The first meeting will be held on October 25, 2023, and will be available via video conference.

FCC Announces ACP Transparency Data Collection Due Date

The FCC's Wireline Competition Bureau issued a public notice establishing a Novemer 9, 2023 deadline for the Affordable Connectivity Program (ACP) transparency data collection, based on the snapshot date of August 1, 2023.


ACP providers must submit information related to the price, subscription rates and plan characteristics of the internet service offerings of participating providers. Providers may begin to submit data through the system hosted by USAC starting on September 8, 2023.

43 Bipartisan Members of Congress Call for ACP Extension

Last week, a bipartisan group of 45 members of Congress — 29 Democrats and 16 Republicans, led by Reps. Josh Gottheimer (D-NJ) and Brian Fitzpatrick (R-PA) — wrote a letter to Congressional leadership and called for an extension of the federal Affordable Connectivity Program (ACP) in the upcoming government appropriations bill.


ACP provides millions of families with financial assistance to ensure every household nationwide has access to high-speed and reliable broadband. Specifically, the program provides eligible households with up to $30 per month towards their internet bills, and a one-time subsidy of $100 toward desktops, laptops, or tablet computers for children and hardworking families.

Legislation Introduced to Reform Reconnect Program

Sens. Michael Bennet (D-CO) and Ted Budd (R-NC) introduced the Connecting Our Neighbors to Networks and Ensuring Competitive Telecommunications Act of 2023.


They said the bill reforms the USDA’s ReConnect Loan and Grant Program, makes it easier for small providers to apply to this program and ensures federal funding reaches rural communities faster by shortening required permitting deadlines. They also said Reps. Brittany Pettersen (D-CO) and Juan Ciscomani (R-AZ) will introduce companion legislation in the House.
