INCOMPAS Seeks Extension on Equipment Authorization NPRM

INCOMPAS, CTA, CEDIA, NTCA, et al. filed a motion requesting an extension of the comment and reply comment deadlines on the third FNPRM on additional measures to strengthen the security and integrity of the FCC’s equipment authorization program.


They seek an extension to October 6, 2026, and November 5, 2026, to file comments and replies, respectively. Comments are currently due September 8, 2026; replies are currently due September 21, 2026.

FCC Issues Section 706 Report

The FCC issued a Section 706 report concluding its annual inquiry by finding deployment of advanced telecommunications capability to all Americans meets the statutory standard of being reasonable and timely.


Key findings in the report include:

  • 96.9% of Americans have access to a fixed terrestrial broadband service at 100/20 Mbps
  • Over a two-year period, the percentage of rural Americans lacking access to 100/20 Mbps fixed terrestrial broadband service decreased by over 44%


The number of competitive options available to Americans also continues to grow. As of June 2025, 77% of Americans have access to three or more fixed services at 100/20 Mbps.


The FCC noted its work in closing the digital divide will not cease and plans to continue its efforts to ensure every single American has access to advanced telecommunications capability.

Report Releases on Principles to Guide Future USF Reform

The Future of Universal Service Reform Task Force released a framework that outlines six principles to guide future universal service reform. The task force was convened by Keep Our Communities Connected and the SHLB Coalition and is co-chaired by former FCC Commissioners Mignon Clyburn and Rachelle Chong.


The principles include:

  • Preserving the enduring national commitment of access and economic opportunity
  • Ensuring legal and institutional durability
  • Ensuring sustainable funding
  • Modernizing affordability policies
  • Providing and ensuring accountability and data transparency
  • Supporting next-generation network readiness and cybersecurity
