FCC Announces Compliance Dates for 2022 MTE Order Rules

The FCC Wireline Competition Bureau issued a Public Notice announcing that September 26 is the compliance date for two requirements adopted in the 2022 Multiple Tenant Environments (MTE) Order:

  • Compliance with the FCC's prohibition on enforcing these existing revenue sharing agreements.
  • Compliance with the FCC's disclosure rules for new exclusive marketing arrangements is required immediately; compliance with its disclosure rules for existing exclusive marketing arrangements.

INCOMPAS has taken a leading role in advocating for more competition to MTEs, and issued the following statement when the Commission adopted its rules changes in February.

“INCOMPAS has fought this battle for the last half decade," said INCOMPAS CEO Chip Pickering. “Introducing more broadband choice will unlock lower prices, faster speeds and better customer service for tens of millions of Americans living in apartment buildings and other multi-tenant environments. By ending broadband monopolies in buildings and enabling greater competition, we can kickstart a deployment revolution for fiber and faster speed services that cost less and deliver more to one third of American families living, working and studying from an apartment they call home."

NTIA Spectrum Policy Symposium Set for September 19

NTIA’s fifth annual Spectrum Policy Symposium will be held on September 19 from 8 a.m. to 4 p.m. EDT at the National Press Club in Washington, D.C. The symposium will focus on continued innovation in the use of radio-frequency spectrum, the evolution of new techniques and technologies to manage its use domestically and internationally, and principles for the development and execution of a national spectrum strategy.


This year’s NTIA Spectrum Policy Symposium comes at a key juncture for U.S. spectrum policy, as seven months will have passed since the FCC and NTIA announced the Joint Coordination Initiative. This initial step is part of a whole-government effort to develop a national spectrum strategy to maximize the nation’s spectrum resources for technological innovation, economic growth and other national objectives. It is open to the public, and it also will be webcast live through the NTIA website.

NTIA Releases New Middle Mile FAQs

The NTIA recently published its third round of FAQs for the Enabling Middle Mile Broadband Infrastructure Program. The FAQ document is intended to clarify and provide guidance on information set forth in the Middle Mile Grant Program Notice of Funding Opportunity (NOFO). Nominations Sought for USAC Board

The FCC Wireline Competition Bureau issued a public notice on August 22 seeking nominations for six positions on the USAC board of directors for a three-year term. The bureau seeks nominations for representatives from CMRS service providers; cable providers; schools eligible to receive discounts; libraries eligible to receive discounts; ILECs; and state consumer advocates. Nominations are due October 24, 2022.
