INCOMPAS AI Competition Center Releases Policy Framework, Hosts Panel Discussion

Last week, INCOMPAS' Artificial Intelligence Competition Center (AICC) launched its first report, A Policy Framework for Powering America's AI Future. The report outlines four main pillars of discussion:

  1. Economic Leadership and Innovation
  2. Infrastructure Modernization
  3. National Security and Legal Framework
  4. Consumer Protection


This report is grounded in AICC's main principles of competition and innovation, but will be ever evolving and constantly updated to reflect the rapidly changing AI landscape. AICC welcomes your thoughts and feedback on the report in order to stay at the forefront of this policy debate and create a policy framework that encourages AI for all. 


To celebrate the launch of the report, the AICC hosted a panel discussion, which provided an overview of the report and explained how the panelists' companies are working to increase competition and innovation in AI. The panelists discussed each role in the AI ecosystem - from building the networks and connecting data centers to the energy used to power the process and creating new applications.

Accomplishments Outlined, Future Outlook Discussed at INCOMPAS Annual Meeting

Last week during its Annual Membership Meeting, INCOMPAS leadership provided an overview of the association’s growth and accomplishments in 2024, and offered an outlook for the coming year, including work being done by the AI Competition Center (AICC) and the upcoming launch of its new website.


INCOMPAS Leadership 

“For over 40 years, INCOMPAS has fought for competition and open markets. As we enter 2025 that mission will be the centerpiece of all we do – from our policy advocacy work to the business and networking opportunities we provide our members and the industry as a whole,” said Michael Galvin, INCOMPAS Board Chair and Chief Administrative Officer of Granite Telecommunications, LLC. “The board is pleased to announce that we have renewed the contract of our CEO Chip Pickering for another term. Under his continued leadership, we are well positioned to keep expanding membership, staying at the forefront of critical industry advocacy initiatives and producing dynamic events that ensure INCOMPAS is the destination for entities serious about making their mark in the communications industry.”


During the meeting, INCOMPAS announced results of its board elections for a two-year term through 2026 in each category:

Membership Grows to Over 100

In 2024, INCOMPAS membership eclipsed 100, with 18 new companies joining the association. The association also noted the establishment of a Board Advisory Committee to provide our non-voting member companies a voice into our Board leadership. This committee provides input into our events, strategies for growing membership, and efforts to enhance networking and collaboration among members. 


Most Successful Show and Policy Summit to Date 

INCOMPAS-hosted events – The INCOMPAS Policy Summit and The 2024 INCOMPAS Show – saw significant growth this year, with momentum continuing to build as we enter 2025. The 2025 INCOMPAS Policy Summit will take place in early March in Washington, D.C. INCOMPAS recently announced future dates for its INCOMPAS Show:

  • November 2-4, 2025 – JW Marriott Tampa Water Street, Tampa, Fla.
  • November 1-3, 2026 – Omni Nashville Hotel, Nashville, Tenn.


Continued Leadership on Policy Priorities 

Throughout the year, INCOMPAS maintained its advocacy leadership with favorable reforms on pole attachments to support greater broadband deployment, work on the 37GHz band, and adoption of key rules regarding robocall mitigation and authentication.


This year, INCOMPAS also established the AICC through its foundation – the Competition and Innovation Institute – to develop a framework for AI policy development. Yesterday, the AICC released its first report that provides proposals to increase competition and innovation in AI development and embrace an all-of-the-above approach when it comes to building and fueling the technology. 

Roseworcel Circulates Item on Securing Telecom Networks

FCC Chairwoman Jessica Rosenworcel circulated a draft declaratory ruling to require telecommunications carriers to secure their networks. The ruling would also require communications service providers to submit an annual certification to the FCC attesting they have created, updated and implemented a cybersecurity risk management plan, which would strengthen communications from future cyberattacks.

FCC Reminds RDOF Recipients of Milestone Notification Needs

The FCC's Wireline Competition Bureau issued a public notice providing guidance to Rural Digital Opportunity Fund (RDOF) support recipients regarding the obligation of any recipient to notify the bureau in accordance with Section 54.806(c)(2) if it cannot meet the third-year service milestone, which requires building out to at least 40% of each support recipient’s RDOF locations.


The bureau said any support recipient that will not meet its 40% buildout requirement by the end of its third year of support must notify the bureau within 10 business days of the third-year service milestone deadline and provide information explaining this expected deficiency. For RDOF carriers authorized in 2021, that date is January 15, 2025, and for RDOF carriers authorized in 2022, that date is January 15, 2026.

Senate Passes Access Rural America Act

The Senate passed the Access to Capital Creates Economic Strength and Supports Rural America Act on December 4, 2024. This act would amend the Securities Exchange Act of 1934 to revise the shareholder threshold for registration under that act for issuers that receive support through certain federal universal service support mechanisms, and for other purposes.
