INCOMPAS Files Replies on 
FCC Numbering Proposals

INCOMPAS filed reply comments with the FCC in response to a Notice of Proposed Rulemaking on combatting illegal robocalls through numbering policies.


INCOMPAS reaffirmed the competitive industry’s commitment to working with the FCC to eliminate illegal robocalls, while urging the agency to focus its efforts on completing the transition to IP-based networks and strengthening call authentication, rather than adopting a number resale limits or new number cycling restrictions. The record shows such prohibitions would disrupt procompetitive wholesale arrangements and increase costs and customer churn without a corresponding reduction in illegal robocalling.


“INCOMPAS and the competitive industry share the Commission’s goal of protecting consumers from illegal robocalls, and we appreciate the Commission’s continued leadership on this issue,” said Christopher L. Shipley, Executive Director of Public Policy at INCOMPAS. “The record in this proceeding shows that the most effective path forward is to build on the tools industry has already developed and the Commission has already required. Completing the IP transition and strengthening STIR/SHAKEN, including its Rich Call Data extension, will do more to protect legitimate callers and reduce illegal robocalls than new restrictions on number cycling and how numbering resources are resold or reassigned.”

July 15-16: FCC Workshop on Transition to All-IP Networks

The FCC will host an industry workshop on July 15 and 16 to discuss proposed reforms aimed at accelerating the transition from legacy voice networks to modern, all-Internet Protocol networks.


A public notice detailing the workshop agenda and panelists noted that topics being discussed will include:

  • Completing the transition of intercarrier compensation charges to bill-and-keep
  • Reforming the High-Cost Universal Service Fund program for an all-IP future
  • Other issues related to the IP transition

FCC Releases Annual Performance and Strategic Reports

The FCC released its fiscal year 2027 annual performance report and FY 2026-2030 strategic plan.


The performance and strategic goals included:

  • Protecting consumers and promoting free speech
  • Enhancing efficiency, accountability and reducing waste

Submarine Cable Landing Licensing Rules Now in Effect

The review of submarine cable landing license rules and procedures to assess evolving national security, law enforcement, foreign policy, and trade policy risks Report and Order was published in the Federal Register and became effective on July 8.

Next-Gen 911 Report and Order Effective August 8, 
Deadlines Set for Second FNPRM Comments and Replies

The second report and order adopting rules on improving reliability and interoperability in the nation’s Next Generation 911 transition was published in the Federal Register on July 10 and is effective August 8.


Compliance will not be required for sections 9.19(c)(1)(i) through (c)(3)(i) (Provision of reliable 911 service), and 9.20(a)(1)(i), (a)(2)(i) and (b) (911 reliability certifications; interoperability reporting; cessation notifications) until a document is published in the Federal Register announcing compliance dates.


The second FNPRM was published in the Federal Register, with comments due August10 and replies September 8. 

Senate Commerce to Consider Bill on BEAD Tracking Tools

The Senate Committee on Commerce, Science and Transportation will convene a full committee executive session on July 15 to consider nominations and legislation, including Accelerating Broadband Permits Act of 2026 (S. 4448).


The bill, introduced by Sens. John Thune (R-SD), Ben Ray Luján (D-NM) and John Barrasso (R-WY), would require NTIA to create tools for tracking the progress of grant recipients under the BEAD Program and help executive agencies improve compliance with the statutory deadline for processing communications use applications and for other purposes.

Bill Introduced to Extend Deadline for Infrastructure Spending

Rep. Addison McDowell (R-NC) introduced legislation to extend expenditure deadlines for certain broadband infrastructure projects funded by the American Rescue Plan Act.


The legislation would provide states and local communities additional time to complete broadband projects already underway, and extend the deadlines for broadband-related State and Local Fiscal Recovery Funds through September 30, 2027, and the Capital Projects Fund through January 1, 2028.
