FCC Releases Order, NPRM and NOI on Enhanced A-CAM

The FCC released a report and order, NPRM and NOI adopting the Enhanced Alternative Connect America Cost Model Program as a voluntary path for supporting the deployment of 100/20 Mbps broadband in rural areas served by carriers currently receiving A-CAM support and in areas served by legacy rate-of-return (RoR) support recipients. The FCC also adopted requirements for the program to complement existing federal, state and local funding programs.


Additionally, the FCC seeks comment on how to address the needs of legacy RoR support mechanisms, while balancing its objectives of maintaining its commitment to supporting broadband at evolving levels of service and avoiding duplication of support considering other available funding programs.


Lastly, the NOI seeks to explore methods for modifying the Universal Service Fund high-cost program to promote affordable and available broadband services.

Info on Private-Led Efforts for Robocall Traceback Due Nov. 13

The FCC's Enforcement Bureau issued a public notice requesting voice service providers and the registered consortium, USTelecom’s Industry Traceback Group, to submit any information necessary for the FCC’s annual report on the state of private-led efforts to trace back the origin of suspected unlawful robocalls. The reporting period for this request is November 1, 2022, to October 31, 2023, and submissions are due by November 13, 2023.

Sens. Announce Public Comment Period for USF Working Group

Last Thursday, Sens. Ben Ray Luján (D-NM) and John Thune (R-SD), Co-Chairs of the Universal Service Fund (USF) Working Group, announced that the public can now submit comments to the USF Working Group for a 30-day period closing August 25, 2023. The Working Group also includes Sens. Amy Klobuchar (D-MN), Shelley Moore Capito (R-WV) Gary Peters (D-MI) and Jerry Moran (R-KS).


In May, Sens. Luján and Thune, Chairman and Ranking Member, respectively, of the Subcommittee on Communications, Media and Broadband, convened a Subcommittee hearing titled “The State of Universal Service” to hear from experts and stakeholders on the necessary reforms to federal programs funded through universal service. The Co-Chairs want to hear from advocates, industry and local communities to learn more about the current state of these programs to further inform the efforts of the USF Working Group.

Legislation to Strengthen Cybersecurity Advances in Senate

Bipartisan legislation authored by Sens. Gary Peters (D-MI), Chairman of the Homeland Security and Governmental Affairs Committee, and Josh Hawley (R-MO) to reform federal cybersecurity laws – which have not been significantly updated since 2014 – and ensure our nation has the tools and resources it needs to protect federal information technology systems advanced in the Senate last week.


The Federal Information Security Modernization Act of 2023 will improve coordination across the federal government to help civilian federal agencies and contractors protect their networks against cybersecurity threats. It also clarifies roles and responsibilities for key agencies that lead federal information security policy and operations. 


The bill now moves to the full Senate for consideration. Companion legislation is being led through the House by Reps. James Comer (R-KY) and Jamie Raskin (D-MD), Chairman and Ranking Member of the Committee on Oversight and Accountability, respectively; and Nancy Mace (R-SC) and Gerald E. Connolly (D-VA), Chairwoman and Ranking Member of the Subcommittee on Cybersecurity, Information Technology and Government Innovation, respectively.
