FCC Releases Tentative Agenda 
for July 22 Open Meeting

The FCC issued a tentative agenda for its July 22 open meeting, where it will consider:


  • Improving Broadband Labels – A report and order that would modify the broadband label rules to make labels easier to read and understand and more useful for consumers, while reducing compliance burdens on providers.
  • Improving the Effectiveness of the Robocall Mitigation Database - An FNPRM that would aim to strengthen the integrity of the U.S. voice ecosystem and further deter illegal calls by proposing measures to ensure only legitimate, transparent and accountable providers gain or maintain access to the robocall mitigation database.
  • Strengthening Rules Governing Dangerous Gear - A third report and order and third FNPRM that would further strengthen national security in the equipment authorization program and would seek comment on bifurcating the covered list into producer/provider-based and production location-based categories.
  • Upper C-Band Auction Rules - A report and order, order of proposed modification and order on reconsideration that would make 160 megahertz of the Upper C-band available in the contiguous United States for flexible use, next-generation terrestrial wireless services via a system of competitive bidding and resolve pending petitions for reconsideration related to a 2020 order.
  • Space Modernization for the 21st Century - A report and order and FNPRM that would overhaul the FCC’s rules for licensing space and earth stations to increase speed, predictability and flexibility to support the American space economy and seek comment on additional changes that build upon the new Part 100.

FCC Initiates 2027 Urban Rate Survey

The FCC's Office of Economics and Analytics and Wireline Competition Bureau issued a public notice initiating the urban rate survey for 2027. The information collected will be used to develop voice and broadband reasonable comparability benchmarks that will be in place in 2027.


Notifications to providers required to complete a survey will be sent via email to each selected provider’s Broadband Data Collection contact person and certifying official on or about July 6. The email will provide information on how to access and complete the online survey report form and obtain technical assistance.


Completed surveys are due August 14, 2026.

FCC Files Brief in Case Seeking Review of Lifeline Decisions

The FCC filed a brief with U.S. Court of Appeals for the 5th Circuit in a case seeking review of the FCC’s order denying applications for review of an order denying requests for review of USAC decisions concerning the application of certain Lifeline rules during the COVID-19 pandemic. The FCC maintained the usage rule waiver expired on April 30, 2021.

FCC Opens BDC Filing Window, Sets Fabric Challenge Deadline

The FCC's Broadband Data Task Force and the Office of Economics and Analytics issued a public notice announcing the Broadband Data Collection filing window for submitting broadband availability and other data as of June 30, 2026 is now open and will close on September 1.


They also announced the deadline for filing challenges to the Broadband Serviceable Location Fabric to be considered for inclusion in the December 2026 revision is September 1, 2026.


Additionally, they announced the data archival policy for BDC submissions and data display and download availability via the National Broadband Map.

House Subcommittee Holds NTIA Oversight Hearing

Last week, the House Energy and Commerce Subcommittee on Communications and Technology held an oversight hearing on the National Telecommunications and Information Administration’s implementation of broadband, spectrum, public safety communications, and technology policy programs. The sole witness, NTIA Administrator Arielle Roth.
