Broadband Data Collection

Order Effective July 24

The May 2026 sixth report and order, which focuses on streamlining and improving the Broadband Data Collection (BDC) by alleviating unnecessary regulatory burdens on service providers and challenge process participants, was published in the Federal Register and is effective July 24.


The order:

  • Aligns reporting requirements for broadband availability and subscription data
  • Declines to adopt a proposal to require satellite providers to submit additional certifications and supporting data
  • Streamlines the Fabric challenge process
  • Adopts a maximally streamlined process by which the BDC system automatically removes areas or locations that fail a verification or audit without requiring the provider to update its availability data after receiving notice of the failed verification or audit
  • Makes certain ministerial changes


The accompanying FNPRM was also published in the Federal Register, with comments due July 24, replies due August 24.


In the FNPRM, the FCC seeks comment on eliminating outdated requirements and ways to enhance the efficiency of the BDC, while ensuring the FCC continues to receive accurate, granular data and on several approaches suggested by commenters to simplify, streamline or otherwise reduce burdens on the coverage restoration process.

Senate Passes Broadband Funding Map Bill

The Senate unanimously passed the Modernization, Accountability and Planning for Broadband Funding Act (S. 2585) on June 18, 2026.


Under the bill, the FCC, in coordination with NTIA, will collect data submitted by relevant federal agencies for the broadband funding map on a reasonable and timely basis. The bill also directs the FCC to initiate a notice of inquiry regarding the optimum functionality and transparency of the Broadband Funding Map.

Direct Final Rule Deleting 18 Rules Effective August 21

The March 2026 direct final rule (DFR) removing 18 rules in parts 1, 73, 90 and 95 was published in the Federal Register on June 22. The DFR removed 17 rule provisions impacting the Office of Economics and Analytics’ Auction Division no longer in use by the FCC or governing expired events, and one rule relating to the Office of International Affairs.


The DFR is effective August 21, without further action, unless adverse comment is received by July 13. The FCC said if adverse comment is received, it will publish a withdrawal of the rule in the Federal Register.
