INCOMPAS Leads Multi-Association Letter Supporting SECURE Data Act

INCOMPAS, alongside the Computer and Communications Industry Association, Consumer Technology Association, NCTA - The Internet and Television Association, NetChoice, Software and Information Industry Association, TechNet and USTelecom - The Broadband Association, submitted a joint letter to the House Energy and Commerce Committee expressing strong support for H.R. 8413, the SECURE Data Act, and urging the Committee to advance the legislation through markup without delay.

The letter stated: "The SECURE Data Act represents a critical step toward establishing the unified national privacy framework that American consumers, businesses and innovators urgently need. In the absence of a federal standard, Americans are left navigating an increasingly inconsistent patchwork of state privacy laws that creates confusion for consumers and significant compliance challenges for businesses operating across state lines. A single national framework will provide consumers with consistent and meaningful protections regardless of where they live, while also delivering the regulatory certainty necessary for companies to continue investing, innovating, and competing globally.


The SECURE Data Act strikes the right balance between strong consumer protections and a workable compliance structure that supports innovation and economic growth. The legislation preserves key consumer rights, including the ability to access, correct and delete personal data, while avoiding overly burdensome or conflicting requirements that could hinder investment in next-generation communications infrastructure and digital services.


As providers and innovators serving millions of American consumers and businesses every day, we believe a clear and consistent national privacy standard is essential to maintaining trust in the digital economy and ensuring continued U.S. leadership in communications and technology innovation. The current fragmented approach creates uncertainty for consumers, increases operational complexity, and diverts resources away from innovation and deployment.


We appreciate the leadership of Chair Guthrie, Ranking Member Pallone, Chair Bilirakis, Ranking Member Schakowsky, and Vice Chairman Joyce on this issue and respectfully encourage the Committee to quickly advance the SECURE Data Act through markup and consideration by the full House. Establishing a durable national privacy framework is long overdue, and we stand ready to work with the Committee to advance this important legislation."

INCOMPAS, CCA File Joint Comments Opposing FCC 
Offshore Call Center Regulations

INCOMPAS and the Cloud Communications Alliance (CCA) filed joint comments with the FCC in response to the agency's NPRM on offshore call center regulations, urging the Commission to reject sweeping structural mandates that lack statutory authority and would harm competition, raise consumer costs and disrupt market-driven innovations already delivering high-quality customer service.


“We share the Commission's commitment to protecting consumer data and strengthening communications network security. Our members invest significant resources in cybersecurity, privacy protections and compliance programs because maintaining customer trust is essential to their businesses. There is no debate that security is essential. There is, however, a real question about whether broad location-based mandates deliver on that goal, and the record does not support that conclusion," said Staci L. Pies, senior vice president of Government Relations and Policy at INCOMPAS:


She added that the "FCC's proposed regulations, including mandatory onshoring requirements and volume caps on offshore call centers, would impose serious economic harm on competitive providers and limit flexibility without producing meaningful consumer benefits. Rather than prescribing rigid structural requirements, the Commission instead should rely on existing competitive dynamics. Our organizations look forward to working with the Commission on bringing our recommendations to fruition.”

FCC Issues Tentative Agenda for June 25 Open Meeting

The FCC issued a tentative agenda for its June 25 open meeting, where it will consider:


  • Cutting Red Tape and Accelerate the Buildout of Wireline Infrastructure – An NPRM on standards for when state and local statutes, regulations and legal requirements have a prohibitive effect on the provision of wireline telecommunications services in violation of Section 253 of the Communications Act, particularly through the imposition of excessive delays and fees that impede infrastructure deployments and disincentivize investments.
  • Reviewing E-Rate Program and Student Screen Time – An NPRM and FNPRM on measures to better protect children when using E-Rate funded networks, the FCC’s progress in ensuring affordable access to high-speed broadband to and within schools and libraries, whether the FCC’s current interpretation of the Children’s Internet Protection Act is the best reading of the statute, and proposes actions to strengthen program integrity and streamline program administration.
  • Improving Next Generation 911 Reliability and Interoperability – A second report and order and second FNPRM to improve reliability and interoperability in the nation’s Next Generation 911 transition and modernize and streamline 911 reliability rules for IP-based networks, promote interstate interoperability of NG911 systems and eliminate unnecessary regulatory burdens.
  • Modernizing of the Nation’s Alerting Systems – A report and order and FNPRM that would take steps to modernize the Emergency Alert System and Wireless Emergency Alerts by requiring targeted cybersecurity improvements.
  • Accelerating the Buildout of Submarine Cables – A second report and order and second FNPRM that would accelerate buildout of secure submarine cable infrastructure while strengthening national security.

Reps. Obernolte, Trahan Release Draft of Great American AI Act

Reps. Jay Obernolte (R-CA) and Lori Trahan (D-MA) released a discussion draft of the Great American AI Act, bipartisan legislation to create a federal framework for how the United States governs artificial intelligence. The discussion draft is intended to solicit feedback from stakeholders, experts, and the public before the bill is formally introduced.

House Subcommittee Holds Hearing on AI Security Landscape

The House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection held a hearing last week to examine how advances in artificial intelligence are reshaping cybersecurity, critical infrastructure protection and national security.


Members explored the growing capabilities of frontier AI models, including their ability to identify software vulnerabilities, automate cyber operations, generate software code, and assist both defenders and attackers in cybersecurity activities.
